Village of Warrensburg Village Board met July 1.

CALL TO ORDER: Mayor Maloney opened the meeting at the Warrensburg Village Hall on Monday, July 1, 2019 at 6:00 p.m. reminding those in attendance that the meeting was being recorded.
THE PLEDGE OF ALLEGIANCE was recited.
ROLL CALL: Present: Mayor Maloney, Trustee Fisher, Trustee Hood, Trustee Lock, and Trustee Oakley. Also present were Attorney J. Jankowicz, VAC Hundley, and Chief Wheeler.
Trustee Ewing, Trustee Hackl & DPW Hadley were absent.

PUBLIC COMMENTS:
NEW BUSINESS: A request for an easement had been presented by the Macon County Highway Department for a location near the sewer plant on County 20. A motion was made by Trustee Fisher, seconded by Trustee Lock to approve the easement. Roll call vote: Yes – Trustees Oakley, Hood, Lock & Fisher. Motion approved.
REVIEW/APPROVAL OF MINUTES: Minutes of the regular session meeting of June 17, 2019 were presented for review. Under public comments, Trustee Hood needs to be changed to Trustee Lock in regards to discussion about 224 W Main. A motion was made by Trustee Fisher, seconded by Trustee Lock to approve the minutes of the June 17, 2019 regular session as amended. Motion carried.
VILLAGE ADMINISTRATIVE CLERK: Village Administrative Clerk thanked the Village Board for allowing her to attend the Municipal Clerk training in Peoria last week. It was very beneficial. She had spoken with a couple of vendors in attendance about websites and codification of ordinances. She was also reminded that newly elected officials need to take the Open Meetings Act training and she will get that information to not only Trusteed Hood & Lock but to the remainder of the board for a refresher. She mentioned Robert’s Rules of Order for conducting a meeting, which would be very beneficial in order to keep everyone from talking at the same time which makes transcribing the minutes from a recording very difficult. Village Administrative Clerk C. Hundley presented the bills, balance & transfers sheet for July 1, 2019, along with the budget to actual reports. She asked for input from the board in regards to transfers to cover the General and Police funds. A motion was made by Trustee Oakley, seconded by Trustee Hood to accept the balance sheet as amended, pay the bills as presented with the exception of Ameren ($3,679.77) & Sikich ($10,500.00) and make the appropriate transfers as discussed. Payroll transfers from General and Police will also be held at this time. Roll call vote: Yes – Trustees Lock, Fisher, Hood & Oakley. Motion carried.
New signature cards had been updated and will be given to Buena Vista bank tomorrow.
ENGINEER: Nothing.
WATER: Nothing.
BUILDING: Trustee Lock updated the board: 633 Illinois had been sent a letter but so far, no progress. A letter had been sent to this same resident for the same situation in 2011; 495 S Main St had been mowed; 10 Redlick Ct appears to have been abated; 291 N Main – Mr. Banks had called the attorney & has installed a pump as well as shocked the pool. Ms. McDermith stated the odor had disappeared. Mr. Banks is also wanting to drain the pool and had been informed he can drain it into the ditch but not onto other property; 224 W Main brush has been abated & the Village did send a bill for hauling it away. The property still hasn’t been completely secured. 175 W Warren had been a certified letter from the attorney. So far, the trash bins had not been taken care of. Mayor Maloney will contact Doolin Disposal to see if something can be done to remove both containers. Chief Wheeler stated he had noticed trash bags in the back of the residents’ pickup truck. He wasn’t sure what the resident was doing with the bags.
Chief Wheeler stated the camper on S Powers had been moved off the street and onto the property.
FINANCE: The appropriation spreadsheet had been updated with information from Chief Wheeler but nothing had been received from DPW Hadley. Since the Village has to adopt the appropriation in July, we will need to proceed with what we have. Atty Jankowicz will have the ordinance ready for the next meeting.
STREETS: Nothing.
POLICE: Nothing. Chief Wheeler presented his monthly report. Sondra Cole has official retired and Officer Talley is completing his Field Training.
SEWER: Nothing.
VILLAGE ATTORNEY: Atty Jankowicz will be bringing to the board some changes in the law for building codes.
DIRECTOR OF PUBLIC WORKS: Nothing. VAC Hundley reported Dunn Company may be oiling & chipping the streets.
OTHER AND/OR OLD BUSINESS: Mayor Maloney asked if anyone had any thoughts regarding the insurance the CornFest committee had brought to the board. Since the majority of the entertainment is based on sponsorship, the board felt it wasn’t necessary or cost effective at this time.
A motion was made by Trustee Fisher, seconded by Trustee Lock to adjourn. Motion carried. Meeting adjourned at 7:13 p.m.
