CALL TO ORDER

Planning and Zoning Commission Chairman R.C. Campbell called the meeting to order at 5:30P.M.

PLEDGE OF ALLEGIANCE

ROLL CALL

Staff Present:

Upon call of the roll, the following Commissioners were physically present:

Regular Commissioners: Chairman R.C. Campbell, Vice Chairman Dennis Downey, Larry Perkins, Bill Busbey, Cathy Mitteer

Regular Commissioners Absent: Steve Ragan, Matt May

Alternate Commissioners Present: Terry Taylor

Alternate Commissioners Absent: Dan Doerfler

Others Present:

Attorney Jeff Jurgens, Economic and Development Coordinator Nik Duffle, Village Building Inspector Linn Summers, Village Engineer Mary Cave, Michelle Freeman, Aaron Meador and Village Clerk June McCormick

APPROVAL OF MINUTES

Commissioner Busbey made the motion to approve the minutes as presented and Commissioner Taylor seconded.

Upon a call of the roll, the vote was as follows:

Yeas: 6 – Campbell, Downey, Perkins, Busbey, Mitteer, Taylor

Nays: 0 – None

Absent: 3 – Ragan, May, Doerfler

Motion declared carried.

PUBLIC COMMENT

None.

PUBLIC HEARINGS

#1. Variance Request For An Additional Free-Standing Sign For McDonald’s (Economic and Development Coordinator Duffle)

Economic and Development Coordinator Duffle explained McDonald’s would like to add one presale board to the 2nd drive-up lane for promotional items. He stated they would be making the menu board smaller. Commissioner Busbey asked where the current pre-sale board was located. Economic and Development Coordinator Duffle replied it is just before you get to the menu board. Commissioner Busbey asked if this was just thought of overnight and why do they need another one. Aaron Meador of Maroa, McDonald’s Manager, addressed the Commission as to why they wanted the pre-sale board on the second drive-through lane. All signs would be smaller and the main menu board would now be digital to help with decluttering. Chairman Campbell asked for other visuals. Michelle Freemen, Project Manager for Keyser Manufacturing, who makes the signs for McDonald’s addressed the Commission giving the dimensions for the new menu board and the pre-sale boards. She also passed out pictures for the Commissioner’s to view. Commissioner Taylor asked why the owner of McDonald’s did not apply for the variance instead of Michelle Freeman. Economic and Development Coordinator Duffle replied she is applying for it on behalf of the owner. Vice Chairman Downey asked Economic and Development Coordinator Duffle if he had received any comments from the notices that he sent out. Economic and Development Coordinator Duffle said he had not.

Motion: Vice Chairman Downey made the motion to approve the Variance Request For An Additional Free-Standing Sign For McDonald’s and Commissioner Perkins seconded.

Upon a call of the roll, the vote was as follows:

Yeas: 6 – Campbell, Downey, Perkins, Busbey, Mitteer, Taylor

Nays: 0 – None

Absent: 3 – Ragan, May, Doerfler

Motion declared carried.

NEW BUSINESS

#1. Final Plat Approval, Prairie Winds Lot 1 (Economic and Development Coordinator Duffle)

Economic and Development Coordinator Duffle stated they would have to table this until the next meeting as he did not have all the requested information.

ADJOURNMENT

Commissioner Perkins made the motion to adjourn and Vice Chairman Downey seconded. The meeting was closed at 5:45P.M.
