City of Decatur City Council met July 1.

Here is the minutes provided by the council:

On Monday, July 1, 2019, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Pro Tempore Pat McDaniel presided, together with him being Council members David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Lisa Gregory. Mayor Julie Moore Wolfe was absent. Mayor Pro Tempore McDaniel declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Pro Tempore McDaniel led the Pledge of Allegiance.

Mayor Pro Tempore McDaniel called for Appearance of Citizens.

Mr. Jim Spaniol encouraged the City of Decatur to adopt the Mayor’s Monarch Pledge.

With no other Appearance of Citizens, Mayor Pro Tempore McDaniel called for Approval of Minutes.

The minutes of the June 17, 2019 City Council meeting were presented. Councilwoman Lisa Gregory moved the minutes be approved as written; seconded by Councilman Chuck Kuhle and on call of the roll, Council members David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, and Lisa Gregory and Mayor Pro Tempore McDaniel voted aye. Mayor Pro Tempore McDaniel declared the motion carried.

Mayor Pro Tempore McDaniel called for Unfinished Business. With no Unfinished Business, Mayor Pro Tempore McDaniel called for New Business.

Mayor Pro Tempore McDaniel called for Proclamations and Recognitions.

Mayor Pro Tempore McDaniel presented Decatur’s Illinois Thundercats with Stephen Decatur medallions. Coach Tracy Stepney gave a brief statement about the team who won the second Midwest 8 Man Football League title since 2015. The Thundercats are headquartered at the Old Kings Orchard Community Center. The following players were recognized: Ken Goodman, Darius Williams, Sean Howell, Nate Neuses, Twon Watson, Jase Finley, Johnny James Jones, Jr., Darion Woods, Tori Stepney, Eric Pugh, Antonio Callaway, Vincent Owens, Earl Owens, Shon Morris, Adrian Muex, Jr., Milly Mill, QuinTon Fonville, Quentin House, Anthony Brown and Lamont Miller along with the following coaches and staff: Tracy Stepney, Michael Harris, Marlon Dixon, Joshua Burch, Toppie Warnsley, Tosha Howell, Amy Mazzotti and Akeem Topps.

2019-67 Ordinance Granting a Conditional Use Permit (CUP) to Allow for a Mixed Use - Residential (Residential Care Home, Small) and Office Space in One Building in the B-1 Neighborhood Shopping District 1811 South Taylor Road, was presented. Councilwoman Lisa Gregory moved the Ordinance do pass; seconded by Councilman Chuck Kuhle.

Mr. Ray Lai, Director of Economic and Community Development, provided additional details regarding the Conditional Use Permit.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Pro Tempore McDaniel voted aye. Mayor Pro Tempore McDaniel declared the motion carried.

R2019-94 Resolution Authorizing the Execution of a Purchase Order with Cummins Crosspoint for the Purchase of a City of Decatur Public Bus Engine in an Amount Not to Exceed $25,000.00, was presented. Councilwoman Lisa Gregory moved the Resolution do pass; seconded by Councilman Chuck Kuhle.

Mr. John Williams, Mass Transit Administrator, explained that the fleet is aged, and the new buses should be expected to arrive in December.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Pro Tempore McDaniel voted aye. Mayor Pro Tempore McDaniel declared the motion carried.

2019-68 Ordinance Amending City Code Chapter 73 – Offenses, was presented. Councilwoman Lisa Gregory moved the Ordinance do pass; seconded by Councilman Chuck Kuhle.

Councilman Kuhle asked about penalties for underage smoking.

Ms. Wendy Morthland, Corporation Counsel, explained that there are different levels of penalties for ordinance violations depending on the type of offense.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Pro Tempore McDaniel voted aye. Mayor Pro Tempore McDaniel declared the motion carried.

R2019-95 Resolution Authorizing City Manager to Execute Insurance Coverage for General Liability, Automobile Liability and Excess Liability for Decatur, Illinois Public Transit System for the Policy Period July 1, 2019 to July 1, 2020, was presented. Councilwoman Lisa Gregory moved the Resolution do pass; seconded by Councilman Chuck Kuhle.

Mr. Greg Zientara, Finance Director, provided additional details on insurance coverage for general liability.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Pro Tempore McDaniel voted aye. Mayor Pro Tempore McDaniel declared the motion carried.

Mayor Pro Tempore McDaniel called for Consent Calendar Items A. through K. and asked if any Council member wished to have an item removed from the Consent Calendar. No Council member wished to remove any item from the Consent Calendar. The Clerk read Item A. through K.

Councilwoman Lisa Gregory moved Items A. through K. be approved by Omnibus Vote; seconded by Councilman Chuck Kuhle, and on call of the roll, David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Lisa Gregory, and Mayor Pro Tempore McDaniel voted aye. Mayor Pro Tempore McDaniel declared the motion carried.

Mayor Pro Tempore McDaniel called for Unfinished Business.

City Manager Wrighton announced that a study session has been tentatively scheduled for Wednesday, July 17.

Corporation Counsel Wendy Morthland explained that it is unlawful to possess tobacco for anyone under the age of 21.

Councilman Kuhle thanked the Economic Development Corporation for their involvement in the sale of the former Borg Warner/Zexel building on Southside Drive.

Mayor Pro Tempore McDaniel wished everyone a safe fourth of July.

With no other business, Mayor Pro Tempore McDaniel called for adjournment. Councilwoman Gregory moved the Council meeting be adjourned; seconded by Councilman Chuck Kuhle and on call of the roll, Council members David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Lisa Gregory, Mayor Pro Tempore McDaniel voted aye. Mayor Pro Tempore McDaniel declared the motion carried.

Mayor Pro Tempore McDaniel declared the Council meeting adjourned at 6:06 p.m.
