Village of Warrensburg Village Board met June 17.

Here is the agenda provided by the board:

CALL TO ORDER: Mayor Maloney opened the meeting at the Warrensburg Village Hall on Monday, June 17, 2019 at 6:00 p.m. reminding those in attendance that the meeting was being recorded.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Mayor Maloney, Trustee Fisher, Trustee Hackl, Trustee Hood, Trustee Lock, and Trustee Oakley. Also present were Attorney J. Jankowicz, DPW Hadley, VAC Hundley, and Chief Wheeler. Trustee Ewing was absent.

MAYOR’S COMMENTS: Mayor Maloney reminded those in attendance of the Warrensburg Fire Department’s Chicken Fry & Ice Cream social this Saturday. Ed Lock had officially submitted a letter of resignation from the Zoning Board. There are currently 2 open position on the Zoning Board.

Mayor Maloney had an update for Phil Marquis in regards to a question he had in regards to a street classification map. Engineer Bingham clarified that while the Village did have a street map but it did not have a street classification map for zoning purposes.

PUBLIC COMMENTS: Harold Hawkins asked if anything further had been done regarding changing the speed limit in Morraine Highlands. It had been monitored and checked by the Police Department and the Board chose to leave the speed limit as it is at this time. He also asked about 224 W Main. He noticed they had been cleaning it up but everything was stacked out by the edge of the road. Was anything going to be done about removing that. Trustee Hood said he didn’t believe they had requested the Village assistance but he would follow up with the owners. Mr. Hawkins mentioned he had noticed some work being done on County Hwy 20. DPW Hadley stated he knew they were cleaning ditches.

Tim Hoffman, chairperson of the CornFest was in attendance and updated the board on the Festival. The Tour deCorn would be held this Sunday. More persons had pre-registered for this even than last year. More visitors had viewed the Facebook and websites than last year. T-shirts are being sold online through the Perfect Pair rather than having an inventory. At the festival, Petals will be here with a mobile trailer to provide the shirts. A sample of the shirts can be found online. He reported the sponsor amount had reached $19,750.00 which is above last year. Signs for street entrances have been purchased and they will indicate no outside food and drink should be brought into the festival. A newsletter update will be included in the July utility billing. Deadlines for the vendors is July 1. He mentioned the Sportsman’s Club was working the tent instead of the Lion’s Club. The car show will be held at the Methodist Church and the rain date for it will be on Sunday, July 28. He mentioned he had checked into rain insurance policies for the board to discuss. Since Dave Mizer was in attendance, the board asked him for his opinion on purchasing this insurance. Trustee Fisher asked what the loss would be if insurance wasn’t purchased.

Leslie McDermith who resides at 273 N Main, wanted to bring current pictures to the Village Board of the pool in her neighbor’s yard with stagnant water. She also had pictures of last fall. Since this resident (291 N Main) had been sent at least a couple letters from the Village Clerk and been reminded in person that something needed to be done with the pool. Atty Jankowicz was asked to send a certified letter asking for action to be taken as soon as possible.

NEW BUSINESS: Dave Mizer was present to inform the Village Board that it was renewal time for the vision insurance and he was glad to report there would be no increase in the premium for this plan. Since it is a very good plan and should we not renew it, a new policy would be more costly and benefits would be lower. An emergency motion was made by Trustee Hackl, seconded by Trustee Hood to approve the insurance rates for vision insurance effective July 1, 2019. Roll call vote: Yes – Trustees Lock, Hood, Fisher, Hackl, Oakley. Motion carried.

REVIEW/APPROVAL OF MINUTES: Minutes of the regular session meeting of June 3, 2019 were presented for review. A motion was made by Trustee Oakley, seconded by Trustee Lock to approve the minutes of the June 3, 2019 regular session. Motion carried.

VILLAGE ADMINISTRATIVE CLERK: Village Administrative Clerk C. Hundley presented the bills, balance & transfers sheet for June 17, 2019, along with the budget to actual reports. VAC Hundley explained why some of the transfers were showing on this sheet which hadn’t been shown previously when they were actually monthly transfers. A motion was made by Trustee Fisher, seconded by Trustee Hood to accept the balance sheet, pay the bills as presented and make the appropriate transfers. Roll call vote: Yes – Trustees Lock, Fisher, Hackl, Hood & Oakley. Motion carried.

ENGINEER: Mark Bingham had contacted Trustee Hackl in regards to possibly changing the SRTS construction in that Henson St may not have to be included in the scope of work.

WATER: Nothing.

BUILDING: Trustee Lock reported on several properties: 291 N Main had already been addressed by Ms. McDermith; 224 W Main has had some progress made - however the property still hasn’t been secured. Chief Wheeler mentioned people had been tearing the structure down today; properties at 175 W Warren, 633 Illinois, and 7 Highland Dr have storage issues and should have letters sent to them. Since 175 W Warren had been contacted previously, about refuse & storage issues, it was suggested a certified letter be sent from the attorney. A letter had been sent to 10 Redlick in regards to household refuse being stacked alongside the house, but as of this date, nothing had been done. A letter had been sent to 495 S Main for tall grass and it has not been abated. Trustee Hackl will take care of that issue. The property on Michelle Dr has been mowed by the Village and a statement will be sent for payment. A letter had been sent to 11 McIntyre in regards to tall grass and it had been taken care of.

FINANCE: In the board packets for the department heads was information regarding the appropriation ordinance. The appropriations need to be approved at the July 1 meeting. Trustee Oakley reported the residents’ response to the sewer rate increase had been minimal, which is a good thing.

STREETS: Trustee Hackl presented quotes from 3 contractors for sidewalk work. This is for work outside of the SRTS grant. The representatives from IDOT were glad to see the Village was also investing in improvements. This work will be done on W Main. A motion was made by Trustee Hackl, seconded by Trustee Lock to approve the quote from Dary Burnett Concrete in the amount of $6,559.00, with the funds from Road & Bridge. Trustee Oakley asked if this project could be included in the Village commitment for the grant project. Roll call vote: Yes – Trustees Hood, Fisher, Hackl, Oakley and Lock. Motion carried.

Trustee Hackl mentioned VAC Hundley has had some issues with her PC and not being able to change her login password. His concern is general access to her PC. VAC Hundley mentioned the auditors had stated they have concerns with the set-up and the fact storage is on site. It’s especially crucial now that payroll, A/P and GL along with the utility billing are all in the one program. Chief Wheeler will contact Tommy Altig to see if something could be corrected or changed.

Trustee Hackl stated something needs to be done about the DPW. Our ordinance states the DPW needs to live within the Village limits and DPW Hadley has recently moved to his new residence. Since we ask the residents to comply with the ordinances, the Village Board needs to as well. Mayor Maloney had already talked with DPW Hadley in regards to this situation. Upon investigation, it is not covered in the Village ordinances, it is part of the personnel policy. A motion was made by Trustee Hackl, seconded by Trustee Hood to waive the residency requirement for the DPW as stated in the personnel policy until further notice by the Board of Trustees. Roll call vote: Yes – Trustees Lock, Fisher, Hackl, Oakley, Hood. Motion carried.

POLICE: Nothing.

SEWER: The lagoon had been drained in order to fix the stairs & lines.

VILLAGE ATTORNEY: Nothing

DIRECTOR OF PUBLIC WORKS: Nothing.

OTHER AND/OR OLD BUSINESS: VAC Hundley reminded the board she would be attending the Central IL Municipal Clerks conference in Peoria Thursday & Friday and a notice has been posted on the door.

Harold Hawkins asked if anything further had been done to make sure the Herald & Review posts the meeting times correctly. Mayor Maloney mentioned he has contacted them personally by phone, by email, hand delivered a notification to them and they post it correctly for a couple of months then it goes back.

A motion was made by Trustee Hackl, seconded by Trustee Oakley to adjourn. Motion carried. Meeting adjourned at 7:45 p.m.
