City of Decatur City Council met Aug. 5.

Here is the minutes provided by the council:

On Monday, August 5, 2019, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Lisa Gregory. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens.

Mr. Mark Girdler expressed concerns with the Decatur Public Library’s security system.

Ms. Dianna Pace requested extra police presence in the west end due to an increase in crime.

Mr. Daniel Ray Pickrel asked for council consideration to present a two-minute video at a future council meeting regarding litter removal/safety.

Ms. Sharon Ryan expressed her concern with crime in the west end.

With no other Appearance of Citizens, Mayor Moore Wolfe called for Approval of Minutes.

The minutes of the July 15, 2019 City Council meeting were presented. Councilman Pat McDaniel moved the minutes be approved as written; seconded by Councilwoman Lisa Gregory and on call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Unfinished Business. With no Unfinished Business, Mayor Moore Wolfe called for New Business.

Mayor Moore Wolfe called for Proclamations and Recognitions.

Ms. Jaci Osborne with Decatur’s Sister Cities gave an overview of the Sister Cities program and introduced the following six students visiting from Tokorozawa, Japan: Uta Yamaya, Miwa Morohoshi, Yuzu Ogihara, Runa Hayakawa, Taura Kitamura, and Nobuyoshi Koinuma.

Mayor Moore Wolfe presented the students with Stephen Decatur medallions.

Francie Johnson with CONO read a proclamation proclaiming Tuesday, August 6, 2019, National Night Out in Decatur, Illinois.

The December 31, 2018 Audit Presentation was presented by Hope Wheeler with CliftonLarsonAllen, LLP.

R2019-103 Resolution Authorizing Professional Service Agreement with CliftonLarsonAllen, LLP for Auditing Services and Non-Audit Advisory Services, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-104 Resolution Authorizing the Purchase of Three Rotary Pumps from Flo- Systems Inc. for the South Water Treatment Plant, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-105 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Front Range Environmental, LLC for 2019 Manhole Rehabilitation Project, City Project 2019-14, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Lisa Gregory.

Mr. Matt Newell, Public Works Director explained that only manholes that are extra deep are being rehabilitated.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-106 Resolution Approving a Development Agreement with Central Baptist Church, for Water Main and Ancillary Facilities for 1275 West Mount Gilead Road, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-107 Resolution Authorizing Execution and Amendment of FY 2020 Transit Operating Assistance Grant Agreement with Illinois Department of Transportation, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Lisa Gregory.

Mr. John Williams, Mass Transit Administrator, explained that the Transit Operating Assistance Agreement provides 65 percent of reimbursement to the City of Decatur for operational expenses.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-108 Resolution Authorizing Execution of a Tire Lease Agreement with Bridgestone Americas Tire Operations, LLC and the City of Decatur, Illinois, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2019-86 Ordinance Rezoning Property From M-1 Intense Commercial-Light Industrial District to PMR-1 Park Mobile Home Residence District 3200 North Delta Avenue, was presented. Councilman Pat McDaniel moved the Ordinance do pass; seconded by Councilwoman Lisa Gregory.

Mr. Ray Lai, Economic and Community Development explained that the owner of the mobile home park intends to make improvements such as adding additional units and remodeling existing units.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2019-87 Ordinance Rezoning Property From M-1 Intense Commercial-Light Industrial District to PMR-1 Park Mobile Home Residence District 2397 North Illinois Street, was presented. Councilman Pat McDaniel moved the Ordinance do pass; seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Calendar Items A. through V. asked if any Council member wished to have an item removed from the Consent Calendar. City Manager

Wrighton provided clarification on Items R., S., and T. at the request of Councilman Kuhle. No Council member wished to remove any item from the Consent Calendar. The Clerk read Items A. through V.

Councilman Pat McDaniel moved Items A. through V. be approved by Omnibus Vote; seconded by Councilwoman Lisa Gregory, and on call of the roll, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Julie Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Unfinished Business.

Mayor Moore Wolfe congratulated the Decatur Celebration Board of Directors and volunteers of the Decatur Celebration for another great event.

Mayor Moore Wolfe announced that National Night Out will be held on Tuesday, August 6th, starting at 5pm in Hess Park and the City of Decatur will be holding a study session on Tuesday, August 6th at 6:30pm in the City Council Chamber.

Councilman McDaniel and Councilman Kuhle urged residents to keep car doors locked and not to leave valuables inside to prevent theft.

Councilman Horn congratulated Councilman Kuhle on hosting another successful tennis tournament in Fairview Park which drew in players from across the country.

With no other business, Mayor Moore Wolfe called for adjournment. Councilman Pat McDaniel moved the Council meeting be adjourned; seconded by Councilwoman Lisa Gregory and on call of the roll, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the Council meeting adjourned at 6:38 p.m.
