City of Decatur City Council met Sept. 16.

Here is the minutes provided by the council:

Mayor Julie Moore Wolfe presided, together with her being Council members Rodney Walker, Bill Faber, Lisa Gregory, David Horn, and Chuck Kuhle. Councilman Pat McDaniel was absent. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well. Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens.

Ms. Marcia Phillips announced that “Peace in the Park” will be held at Old King’s Orchard’s Peace Park, 815 North Church Street on September 22nd, 2019 from 3:00pm - 5:00pm to celebrate International Peace Day.

Ms. Dianne Spaniol raised concerns about demolitions and questioned the type of fill material that would be used for houses that have basements.

Mr. Mark Girdler expressed dissatisfaction with comments made by the council regarding the Decatur Public Library parking lot and raised concerns over handicapped parking spaces at the library.

Ms. Dianna Pace invited council and the police chief to attend a kickoff meeting for a discussion on citizen patrol in the west end at 6:30pm on September 26th, 2019 at Westminster Presbyterian Church.

With no other Appearance of Citizens, Mayor Moore Wolfe called for Approval of Minutes.

The minutes of the September 3, 2019 City Council meeting were presented. Councilwoman Lisa Gregory moved the minutes be approved as written; seconded by Councilman Chuck Kuhle and on call of the roll, Council members Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Unfinished Business. With no Unfinished Business, Mayor Moore Wolfe called for New Business.

2019-139 Ordinance Amending City Code Chapter 11-Economic and Community Development Department, was presented. Councilwoman Lisa Gregory moved the Ordinance do pass, seconded by Councilman Chuck Kuhle.

Councilman Horn and Councilman Faber expressed concerns about striking certain language in Chapter 11, Section 4. Duties and Responsibilities.

Upon call of the roll, Council members Rodney Walker, Bill Faber, Lisa Gregory, Chuck Kuhle and Mayor Moore Wolfe voted aye. Councilman David Horn voted nay. Mayor Moore Wolfe declared the motion carried.

R2019-130 Resolution Authorizing the Execution of an Agreement with Clancy Coleman Excavating for the Demolition of Vacant Residential Dwellings at 1165 E. Clay; 1170 E. Condit; 114 S. Hilton; 432 S. Martin Luther King Jr.; 1315 E. Moore; 1532 E. Prairie; and 1598 N. Water, was presented. Councilwoman Lisa Gregory moved the Resolution do pass, seconded by Councilman Chuck Kuhle.

Neighborhood Inspections Administrator Susan Kretsinger explained that homes on the demolition list are made available for inspection to demolition contractors prior to bidding, and houses are to be demolished three feet below grade.

Mr. Jim Spaniol encouraged council to specify the type of fill material to be used in demolition contracts.

Upon call of the roll, Council members Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-131 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Reyhan Bro Inc. DBA: Sangamo Construction Company, for the Main Street Bridge over Stevens Creek Bridge Repair for City Project 2018-02, Section No. 18-00802-00-BR, was presented. Councilwoman Lisa Gregory moved the Resolution do pass, seconded by Councilman Chuck Kuhle.

Mr. Matt Newell, Public Works Director, explained that staff routinely conducts bridge inspections, and the last bridge inspection uncovered issues with steel piles on certain bridges.

Upon call of the roll, Council members Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-132 Resolution to Appropriate Motor Fuel Tax Funds for the West Main Street Bridge over Stevens Creek Bridge Repair, by Municipality under the Illinois Highway Code City Project, 2018-02 Section No. 18-00802-00-BR, was presented. Councilwoman Lisa Gregory moved the Resolution do pass, seconded by Councilman Chuck Kuhle.

Upon call of the roll, Council members Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-133 Resolution Accepting the Bid Price of Bob Ridings Ford Inc. for the Purchase of One (1) 2020 Ford Interceptor Hybrid Utility Vehicle, was presented. Councilwoman Lisa Gregory moved the Resolution do pass, seconded by Councilman Chuck Kuhle.

Police Chief Jim Getz explained that there will be an annual cost savings in fuel and maintenance by using hybrid vehicles.

Upon call of the roll, Council members Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-134 Resolution Accepting the Bid Price of Bob Ridings Ford Inc. for the Purchase of (6) 2020 Ford Interceptor Utility Vehicles, was presented. Councilwoman Lisa Gregory moved the Resolution do pass, seconded by Councilman Chuck Kuhle.

City Manager Wrighton explained that by utilizing Community Liaison Officers, the city will save in pension and personnel costs.

Upon call of the roll, Council members Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-135 Resolution Authorizing Agreement-Central Illinois Land Bank Authority, was presented. Councilwoman Lisa Gregory moved the Resolution do pass, seconded by Councilman Chuck Kuhle.

Ms. Dianne Spaniol asked about proceeds from the sale of land from the land bank.

City Manager Wrighton responded that there will be a discussion at a later date regarding an intergovernmental agreement that will address land banking.

Upon call of the roll, Council members Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-136 Resolution Accepting Agreement Between the City of Decatur and Mueller Water Products Inc. Regarding Grant Administration, was presented. Councilwoman Lisa Gregory moved the Resolution do pass, seconded by Councilman Chuck Kuhle.

Upon call of the roll, Council members Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Councilwoman Gregory moved Items A. through AA., be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Julie Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Other Business.

City Manager Wrighton discussed benefits of hiring Community Liaison Officers and discussed low level calls versus high priority calls received by the police department and the number of police officers.

City Manager Wrighton announced that a Special City Council Meeting will be held on September 23rd at 5:30pm for a discussion on capital improvements and finance issues and a Special City Council Meeting will be held on September 30th at 5:30pm for a discussion on cannabis.

Councilman Faber recommended increasing the enforcement of distracted driving.

With no other business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the Council meeting be adjourned; seconded by Councilman Kuhle and on call of the roll, Council members Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the Council meeting adjourned at 6:40 p.m.
