City of Decatur City Council met September 23

City of Decatur City Council met Sept. 23.

Here is the minutes provided by the council:

Mayor Julie Moore Wolfe, presided, together with her being Council members Rodney Walker, Chuck Kuhle, Lisa Gregory, Pat McDaniel, Bill Faber and David Horn. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well. Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens.

Mr. Don Carmichael read a letter pertaining to prairie restoration located at Sand Creek Conservation area just off of South Franklin Street and at Richland Community College. Mr. Carmichael stated both are fine examples of native wildflower and tall grass prairie restoration projects that could be easily duplicated in Decatur’s many backyards to help resuscitate collapsing ecosystems.

Mr. Mark Girdler stated he is in favor of legalizing recreational marijuana.

With no other Appearance of Citizens, Mayor Moore Wolfe moved on to New Business.

R2019-144 Resolution Authorizing Property and Liability Insurance Coverage for the City of Decatur, Illinois for the policy period October 1, 2019 to October 1, 2020 was presented. Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Rodney Walker, Chuck Kuhle, Lisa Gregory, Pat McDaniel, Bill Faber, David Horn and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-145 Resolution Authorizing Excess Property Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2019 to October 1, 2020 was presented. Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Rodney Walker, Chuck Kuhle, Lisa Gregory, Pat McDaniel, Bill Faber, David Horn and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-146 Resolution Authorizing Excess Workers Compensation Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2019 to October 1, 2020, was presented. Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Rodney Walker, Chuck Kuhle, Lisa Gregory, Pat McDaniel, Bill Faber, David Horn and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Recess to Study Session.

Councilman McDaniel moved to Recess to Study Session; seconded by Councilwoman Gregory.

Finance Director Gregg Zientara gave highlights of the Treasurer’s Financial Report.

Mr. Ted Miller from Arthur J. Gallagher gave an explanation on Cyber Liability Insurance.

Public Works Director Matt Newell gave highlights on Capital Improvement Plans.

Mr. John Phillips spoke on the Capital Improvement Plan on future revenue reserves.

City Council Policies were discussed by council and City Manager Wrighton.

Mr. John Phillips spoke on concerns of participation of the public limitations pertaining to the discussion of City Council Policies.

Mr. Mark Girdler also spoke on concerns of participation of the public limitations pertaining to the discussion of City Council Policies.

Mayor Moore Wolfe declared the Council meeting adjourned at 8:00 p.m.
