City of Clinton City Council met Nov. 4.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, November 4, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise, Ballenger and Edmunds were present.

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of October 21, 2019 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

The Central Illinois CEO Class made a presentation to the Council. Melanie Brown, Facilitator and three of the students participating in the class spoke to the Council regarding the program. They are learning business and social skills and meeting with different business owners five days a week.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the Leaf Vac has started so citizens need to have the leaves raked to the curb, but not in the street and this will continue the month of November. The Alley Maintainer has made a big improvement in the alleys. He also wanted to clear up some confusion on the door hangers. The first time you are in violation with the brush pile you will get a warning and it will be picked up. If you get a second notice you will receive a ticket and the brush pile will not be picked up.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the new equipment has been ordered. He also shared an Independent Study by Berns, Clancy & Associates that compares water rates, sewer rates and combined rates and it will be printed in the Clinton Journal so the citizens can see the comparison to other towns.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported to change the batteries in smoke detectors, check furnaces, don’t leave candles burning and with winter coming drive safely.

Police Chief Lowers reported that it is No Shave November and Don’t Shave December and the officers are raising funds and awareness for cancer. Each year the officers choose what organization they want to donate to. In the past they have donated to Shop with a Cop for Angel Tree, The Vault and this year the funds will go to Alzheimer’s Association of Illinois.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported the General Assembly passed some tax increases and one was the Motor Fuel Tax and the City received $10,000 for September and $10,000 for October to be used for the roads.

NEW BUSINESS

On File – Annual Levy – Levy Hearing will be December 2nd at 6:45 p.m.

On File – Final Plat for Liberty Village Extension 2

On File – Bids for Fencing at the Fire Training Facility – Post Up Fencing - $68,470.00

After much discussion by Council, written motion was made by Commissioner Wise and seconded by Mayor Cyrulik to reject the bid for the Fencing at the Fire Training Facility from Post Up Fencing due to only receiving one bid. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.
