City of Sullivan City Council met Oct. 25.
Here is the minutes provided by the council:
1. The City Council of the City of Sullivan, Illinois, met in regular session on Monday, October 28, 2019, at 7: 00 p.m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Mayor Glazebrook asked ifthere were any comments from the public Nancy Barker stated that she would like the City to purchase the tract of Titus ground adjacent to Tabor Park. Rick Kenny explained that he doesn't believe cannabis oil should be sold due to the lack of regulation and because the contents are unknown.
3 Mayor Glazebrook read the items on the consent agenda.
Approval of Minutes of the previous regular meeting held October 15, 2019
Approval of claims except those in the TIF IV funds
Approval of Treasurer' s Report for September 2019
Approval of Banking Resolution 19- U— Opening an account for the Police Department
A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis that the consent agenda be approved. Upon a roll call being taken, the results were as follows. -

and the motion was declared carried by omnibus vote.
4 A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood to approve the claims for TIF IV Upon a roll call being taken, the results were as follows.

5 Commissioner Sherwood received a letter that the park is in compliance with park care services. The department has recently taken over the maintenance ofthe Titus Home property This past weekend the Sullivan Blue Dolphins attended a meet where they received first place She explained that a boiler at the Civic Center went out over the weekend and Booker Brothers are conducting repairs. The City' s insurance renewal rates have been received and were higher than expected. Commissioner Sherwood explained that Treasurer Sarah Golden will be exploring the available options. The annual audit was received from West& Company today She then asked Treasurer Golden to present the preliminary tax levy calculation.
6 Commissioner Fowler reported that he has talked with the Electric Plant about the underground tank replacement, trenching at Burdick Estates has been completed, new voltage regulators were ordered for the Electric Plant generators, he attended a meeting with Hydro- Gear to discuss future projects and Kaleb Martin was hired as a Journeyman Lineman. He explained the purpose of the recent outage was for the installation of a breaker at the Electric Plant substation.
7 Commissioner Woodworth confirmed the completion ofthe Fuller Street looping project. The department is looking for other dead- end lines, to eliminate them in the future. He informed the Council that Sarah has been in communication with Nexgrid regarding Meuller meters and has learned that they are compatible with the Nexgrid system.
8 Commissioner Hargis stated that the Street Department has completed the installation of 320 feet of storm sewer on Corey Avenue.
9 Mayor Glazebrook announced that IDOT has future plans to begin repairs on Route 121 between Dalton City and Mattoon. The City will be holding a JULIE meeting on November 21 st for the departments. Busey will be holding a meeting on November 6th from 1- 4 p.m. at the American Legion regarding the Titus farm properties. Mayor Glazebrook thanked all community members that participated in the success of Oktoberfest. He noted that the Rotary Club planted 7 trees at Wyman Park last week.
10 Mayor Glazebrook asked for comments from the public regarding the legalization of recreational cannabis. Rick Kenny spoke again about cannabis oil not being regulated and doesn' t believe it should be sold. Dan Flannell explained that there is a trailer bill that will resolve some technical issues. Nancy Barker asked what would happen to an employee that would test positive since cannabis will be legal. Mr Flannell explained that it would depend on the discipline policy Mrs. Barker also asked if there had been any interest in opening a smoke shop. Mayor Glazebrook stated there had been one person that approached the chamber about opening a shop
11 A motion was made by Mayor Glazebrook and seconded by Commissioner Hargis to adjourn to closed session at 7.39 p.m. to discuss the potential acquisition of real estate and to discuss the setting of a price for the sale of property owned by the City of Sullivan. Upon roll call being taken, the results were as follows
