City of Clinton City Council met Nov. 18.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, November 18, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise and Ballenger were present. Commissioners Edmunds and Buchanan were absent.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of November 4, 2019 be approved as submitted. On roll call vote, Commissioners Ballenger, Wise and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

Sharon Redington – 305 S. Sherman St. addressed the Council stating she is against the Fire Training Facility. They own ten properties adjacent to the Fire Training Facility and when they burn it is very damaging to her breathing and eyes. The Fire Dept. burned down two of their properties for training and started a third but the EPA stepped in and stopped them because of pollution. She has lived 70 years in this neighborhood and the burning is hurting everyone’s health and it needs to stop.

Seth Redington – 404 Brown St. addressed the Council regarding the Fire Training Facility. He passed around pictures taken October 19th for the Council to look at that he witnessed people 40 feet in the air and they were not tied off. Who pays the medical bills if someone gets hurt? Commissioner Ballenger was on site. This is a huge OSHA violation. They need to think about what they are doing. The City needs to look into this situation and secure the building from children getting inside and playing.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan was absent.

Public Works Director Steve Lobb reported the winter weather messed with the leaf pick-up but the department worked Monday morning and then on Friday. The department has made three complete cycles of the town and have picked up 950 cubic yards so far. The department will start putting up Christmas decorations on Wednesday to be ready for the Christmas Parade on Saturday, November 30th at 2:00 p.m.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported Kelly Kinder worked on some repairs at the Water Plant. He also thanked the Clinton Journal and WHOW for getting information out to the residents about the City’s water rates compared to other towns. He also stated the Elementary school put on a Veteran’s Day event and Officer Mike Bennett spoke and did a very good job.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger had no report.

Police Chief Lowers reported of an incident Friday night of a death investigation and thanked everyone involved and thoughts and prayers are with the family.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds was absent.

UNFINISHED BUSINESS

Written motion was made by Mayor Cyrulik and seconded by Commissioner Wise to approve Res. 2019-8, A Resolution Approving Minor Subdivision (Liberty Village Extension 2). On roll call vote, Commissioners Ballenger, Wise and Mayor Cyrulik voted “Yes”.

Written motion was made by Mayor Cyrulik and seconded by Commissioner Ballenger to adopt Ordinance #1507, Ordinance Amending Raffle Regulations. On roll call vote, Commissioners Wise, Ballenger and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

On File – Annual Levy – Levy Hearing will be December 2nd at 6:45 p.m.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adjourn the meeting. On roll call vote, Commissioners Ballenger, Wise and Mayor Cyrulik voted “Yes”.
