Meet

City of Decatur City Council met Jan. 6.

Here is the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, and David Horn. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe, called for Appearance of Citizens and the following individuals provided comments to the Council: Marc Girdler, Jacob Jenkins, Johns Phillips, Jr., and Dennis Minks.

With no other Appearance of Citizens, Mayor Moore Wolfe called for Approval of Minutes.

The minutes of the December 16th, 2019 City Council meeting were presented.

Councilman Pat McDaniel moved the minutes be approved as written; seconded by Councilwoman Lisa Gregory and on call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Unfinished Business.

With no Unfinished Business, Mayor Moore Wolfe called for New Business.

2020-01 Ordinance Amending City Code Chapter 67 - Building Code, was presented. Councilman Pat McDaniel moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Ordinance.

A brief discussion was held regarding the value of obtaining a permit and the need to raise permit fees.

Deputy City Manager Kindseth answered questions from Council.

Mr. John Phillips, Jr. provided input on the Ordinance.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2020-02 Ordinance Amending City Code Chapter 67.2 - Residential Building Code, was presented. Councilman Pat McDaniel moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2020-03 Ordinance Amending City Code Chapter 68 - Mechanical Code, was presented. Councilman Pat McDaniel moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2020-04 Ordinance Amending City Code Chapter 69 - Electrical Code, was presented. Councilman Pat McDaniel moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2020-05 Ordinance Amending City Code Chapter 70.1 - Plumbing Code, was presented.

Councilman Pat McDaniel moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-01 Resolution Approving an Agreement with the Decatur Area Convention and Visitors Bureau, was presented. Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

A brief discussion was held regarding the terms of the agreement with the Decatur Area Convention & Visitors Bureau.

Deputy City Manager Kindseth answered questions from Council.

Ms. Teri Hammel, Executive Director of the Decatur Area Convention & Visitors Bureau was present to answer questions from Council.

Mr. Jacob Jenkins and Mr. John Phillips, Jr. provided input on the Resolution.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-02 Resolution Authorizing an Agreement between the City of Decatur and IPHCA for a 2020 Census Grant, was presented. Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

A brief discussion was held regarding how the grant will be used to ensure a complete and accurate population count.

Deputy City Manager Kindseth answered questions from Council.

Mr. Cameron Williams, Mr. Jacob Jenkins, and Mr. Marc Girdler provided input on the Resolution.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-03 Resolution Authorizing City Manager to Execute a Professional Services Agreement with Dewberry Architects Inc. for Architectural and Engineering Services to Design a New Fire Station No. 3, was presented. Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

Mr. John Phillips, Jr. provided input on the Resolution.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-04 Resolution Approving an Agreement with Massie Massie and Associates for Professional Services to Develop Concept Improvement Plans for Rt. 51 Between Eldorado Street and Pershing Road City Project 2020-01, was presented. Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

A brief discussion was held regarding the inclusion of a bike trail to improve access and the impact of residents who do not have transportation.

Mr. John Phillips, Jr. provided input on the Resolution.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-05 Resolution Authorizing Waiving of Fines, Fees, Penalties or Costs for Violations of City Code Chapter 34-Traffic and Parking, was presented. Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Resolution and answered questions from Council.

A brief discussion was held regarding a three-month amnesty period for those who have been issued parking citations.

Mr. John Phillips, Jr. provided input on the Resolution.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Consent Calendar Items A. and B. and asked if any Council member wished to have an item removed from the Consent Calendar. No Council member wished to have an item removed from the Consent Calendar. The Clerk read items A. and B.

Item A. 2020-06 Ordinance Annexing Territory 3223 Desert Inn Road

Item B. 2020-07 Ordinance Annexing Territory 1777 Plainview Street

Councilman McDaniel moved Items A. and B. be approved by Omnibus Vote; seconded by Councilwoman Gregory, and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye.

Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Other Business.

Mayor Moore Wolfe welcomed back Mr. Jim Taylor to the City Council meetings.

City Manager Wrighton announced that the next City Council meeting will be held on Tuesday, January 21, 2020 at 5:30pm in the Council Chamber due to Monday, January 20th being a holiday.

Councilman McDaniel thanked Director of Public Works Matt Newell for following up with a citizen regarding an annexation.

Councilman Faber suggested holding a study session to discuss the creation of a local preference ordinance.

With no Other Business, Mayor Moore Wolfe called for adjournment. Councilman McDaniel moved the Council meeting be adjourned; seconded by Councilwoman Gregory and on call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the Council meeting adjourned at 6:35 p.m.
