City of Decatur City Council met Dec. 16.

Here is the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker and Bill Faber. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe, called for Appearance of Citizens and the following individuals provided comments to the Council: John Phillips, Jr., Daniel Ray Pickrel, Kyle Fair, A’Nejhia Doss, Lola Gordon, Ty Hildum, Jacob Jenkins, Marc Girdler, Reed Sutman, William Wetzel, Nick Woodroof, James Reed, Autumn Woolsey, Cameron Williams, Chase Doolin, Justin Weaver, and Drew Laney.

With no other Appearance of Citizens, Mayor Moore Wolfe called for Approval of Minutes.

The minutes of the December 2nd, 2019 City Council meeting were presented.

Councilman Pat McDaniel moved the minutes be approved as written; seconded by Councilwoman Lisa Gregory and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Unfinished Business.

2019-251 Ordinance Annexing Territory Entirely Surrounded by the City Limits-East Mound Road, North Greenswitch Road, Cleta Street, Carolyn Avenue, was presented. Councilman Pat McDaniel moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Ordinance.

Council held a short discussion concerning annexations.

Mr. Marc Girdler commented on the Ordinance.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other Unfinished Business, Mayor Moore Wolfe called for New Business.

Finance Director Gregg Zientara presented the Treasurer’s Financial Report and answered questions from Council.

2019-252 Ordinance Adopting the Fiscal Year 2020 Budget and Appropriating Monies for the Purpose of Defraying the Expenses of Departments and Funds of the City of Decatur, Illinois for the Fiscal Year Beginning January 1, 2020 and Ending December 31, 2020, Including

All Outstanding Claims and Obligations, and Fixing a Time When the Same Shall Take Effect, was presented. Councilman Pat McDaniel moved the Ordinance do pass, seconded by

Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Ordinance.

Council voiced their opinions on the budget.

The following citizens provided input on the budget: John Phillips, Jr., Sandra Lindberg, Jacob Jenkins, Marc Girdler, Chase Doolin, William Wetzel, and Autumn Woolsey.

Upon call of the roll, Council members Lisa Gregory, Chuck Kuhle, Pat McDaniel, Bill Faber and Mayor Moore Wolfe voted aye. Council members David Horn and Rodney Walker voted nay. Mayor Moore Wolfe declared the motion carried.

2019-253 Ordinance Appropriating Additional Monies for the Purpose of Defraying the Expenses for Certain Funds of the City of Decatur, Illinois for the Fiscal Year Ending December 31, 2019, was presented. Councilman Pat McDaniel moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Ordinance.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-205 Resolution Authorizing Collective Bargaining Agreement for Pay and Benefits - AFSCME Council 31 and Local 268, General Service Employees, was presented.

Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

By consent of the City Council, the Resolution was amended to add Exhibit H next to Exhibit G at the top of page 333 of the City Council packet and to remove pages 334-440 from the City Council packet (Health Insurance Highlights and 2020 and Summary of Benefits and

Coverage).

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-206 Resolution Authorizing Payment of the 2020 Central Illinois Regional Dispatch Center Invoice - User Fees for the Decatur Police Department and Decatur Fire Department, was presented. Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

Police Chief Jim Getz answered questions from Council regarding calls for service.

City Manager Wrighton addressed questions from Chase Doolin regarding user fees.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-207 Resolution Authorizing a Grant Agreement Between the Howard G. Buffett Foundation and the City of Decatur for the Salary and Benefit Expense of a Full Time DUI Enforcement Officer, was presented. Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

Chief Getz answered questions from Council.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Bill Faber and Mayor Moore Wolfe voted aye. Councilman Rodney Walker voted nay. Mayor Moore Wolfe declared the motion carried.

R2019-208 Resolution to Appropriate Motor Fuel Tax Funds for Restoration of Streets and Highways by Municipality Under the Illinois Highway Code City Project 2020-08, was presented. Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-209 Resolution Approving Change Order No. 22 to the Contract with Great Lakes Dredge and Dock, LLC for Lake Decatur Dredging of Basin 1-4 and the Rehabilitation of the Oakley Sediment Basin City Project W1314, was presented. Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Resolution and answered questions from John Phillips, Jr. and Sandra Lindberg.

2019-254 Ordinance Annexing Territory Entirely Surrounded by the City Limits-2275 Baker Lane, 2235 Baker Lane, 3213 Sullivan Drive, 2202 Baker Lane, was presented.

Councilman Pat McDaniel moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

City Manager Wrighton gave a brief overview of the Ordinance.

Forest Crest Road AKA 2620 S. Forest Crest Road, was presented. Councilman Pat McDaniel

moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

2019-256 Ordinance Annexing Territory Entirely Surrounded by the City Limits-2636 Forest Crest Road AKA 2636 S. Forest Crest Road, was presented. Councilman Pat McDaniel moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2019-257 Ordinance Annexing Territory Entirely Surrounded by the City Limits-2660, 2676, 2690, 2722, 2772 Forest Crest Road AKA S. Forest Crest Road, was presented.

Councilman Pat McDaniel moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2019-258 Ordinance Annexing Territory Entirely Surrounded by the City Limits-55 Tennison Court, was presented. Councilman Pat McDaniel moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

Cloyds Drive, was presented. Councilman Pat McDaniel moved the Ordinance do pass, seconded

by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2019-260 Ordinance Annexing Territory Entirely Surrounded by the City Limits-840 North Sunup Court AKA 840 Sunup Court, was presented. Councilman Pat McDaniel moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2019-261 Ordinance Annexing Territory Entirely Surrounded by the City Limits-Lot East of 1339 West Rock Springs Road, was presented. Councilman Pat McDaniel moved the Ordinance do pass, seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Consent Calendar Items A. through O. and asked if any Council member wished to have an item removed from the Consent

Councilman McDaniel moved Items A. through N., be approved by Omnibus Vote; seconded by Councilwoman Gregory, and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried. Item O. R2019-213 Resolution Accepting the Bid of VCNA Prairie LLC for the Purchase of Portland Cement Concrete, was presented. Councilman Pat McDaniel moved the Resolution do pass, seconded by Councilwoman Lisa Gregory.

A discussion was held concerning the financial impact of hiring local companies compared to out of town companies when the bids come in really close together.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Other Business.

It was announced that the next City Council meeting will be held on Monday, December 30, 2019; the time of the meeting is to be determined.

With no Other Business, Mayor Moore Wolfe called for adjournment. Councilman

McDaniel moved the Council meeting be adjourned; seconded by Councilwoman Gregory and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the Council meeting adjourned at 8:05 p.m.
