Moultrie County Board met Dec. 12.

Here is the minutes provided by the board:

The Moultrie County Board met on Thursday, December 12, 2019 in the County Board Room, Second Floor of the Moultrie County Courthouse. Chairman McCabe called the meeting to order at 7:00 p.m.

Opening Prayer by Dave McCabe.

The Pledge of Allegiance was said.

Roll Call was taken, with the following Board members present Dave McCabe, Kevin McReynolds, Mike Barringer, Arlene Aschermann, Bill Voyles and Elizabeth Houser 

Absent: Neil Bryan, Todd Maxedon, Tyler Graven.

There were 12 people in attendance, which included 6 Board members and County Clerk

Georgia England.

Minutes: McReynolds moved to approve the November 14, 2019 County Board meeting minutes. Barringer seconded said motion, which passed by roll call vote. (6 yes, 0 no)

Appointments by County Board Chairman:

McCabe gave a First Reading to appoint Jesse Riley to the Farmland Review Committee effective immediately to serve until a successor is approved [replace Robert Riley].

McCabe moved to appoint Dr. Justin Florey as Administrator of the Moultrie County

Animal Control at a monthly salary of $200.00, effective immediately and to serve until a replacement is approved. McReynolds seconded said motion, which passed by roll call vote. (6 yes, 0 no)

NEW BUSINESS:

FINANCE COMMITTEE (Chairman McCabe)

Committee met December 9, 2019

McCabe moved to approve the Treasurer’s Report for the month of November 2019. 

Barringer seconded said motion, which passed by roll call vote. (6 yes, 0 no)

McCabe moved to approve all claims as submitted. McReynolds seconded said motion, which passed by roll call vote. (6 yes, 0 no)

McCabe moved to approve the six-month reports of Circuit Clerk, County Clerk and Sheriff. Barringer seconded said motion, which passed by roll call vote. (6 yes, 0 no)

McCabe moved to set mileage reimbursement annually at the same rate set by the IRS.

Barringer seconded said motion, which passed by roll call vote. (6 yes, 0 no)

McCabe moved to approve the 2019 Employee Appreciation Bonus of $550.00 for all full-time County employees, and prorated for part-time employees not including Health Department, Elected Officials, Department Heads and those covered by Collective Bargaining units. McReynolds seconded said motion, which passed by roll call vote. (5 yes, 1 no, with Barringer having voted no)

LEGISLATIVE COMMITTEE (Chairman Bryan)

Committee did not meet.

McCabe moved to appoint the following as Drainage Commissioners, all to expire September 2022. Aschermann seconded said motion, which passed by roll call vote. (6 yes 0 no)

McCabe moved to appoint Michael Sheehan as Drainage Commission of Union Drainage District No. 1 of Mt. Zion and Dora Townships to replace retiring Commissioner T.L. Sheehan, Jr. to expire September 2020. McReynolds seconded said motion, which passed by roll call vote. (6 yes 0 no)

McCabe moved to approve An Ordinance Prohibiting Cannabis Business Establishments, for the unincorporated areas of Moultrie County, to be reviewed again in two years. Barringer seconded said motion, which passed by roll call vote. (6 yes 0 no) Ordinance 19-05; Book 1, Pages 344-347

McCabe stated that the Treasurer submitted the Treasurer’s Investment Policy for review by the Board. No comments or recommendations were made; therefore, the Investment Policy for 2020 is filed in the Treasurer’s office.

BUILDING & GROUNDS COMMITTEE (Chairman Barringer)

Committee met December 4, 2019.

McCabe moved to place an ad for part-time custodial work with the County.

Aschermann seconded said motion, which passed by roll call vote. (6 yes 0 no)

ROAD & BRIDGE COMMITTEE (Chairman McReynolds)

Committee met December 3, 2019.

McReynolds moved to approve the Local Public Agency Agreement for Federal Participation for the Jonathan Creek Township Bridge, Section #12-03130-00-BR Barringer seconded said motion, which passed by roll call vote. (6 yes 0 no)

McReynolds moved to approve the Resolution authorizing $216,000.00 Surface Transportation funds, and $54,000.00 Local funds for the Jonathan Creek Township Bridge, Section #12-03130-00-BR. Aschermann seconded said motion, which passed by roll call vote. (6 yes 0 no)

McReynolds moved to approve the Lowe Township Bridge Petition, Section #20-05128-00-BR appropriating County Bridge or County Matching Funds. Aschermann seconded said motion, which passed by roll call vote. (6 yes 0 no)

INSURANCE COMMITTEE (Chairman McCabe)

Committee did not meet. No Motions.

PLANNING, ZONING & LAND USE COMMITTEE (Chairman Maxedon)

Committee did not meet. No Motions.

PUBLIC HEALTH, SAFETY & WELFARE COMMITTEE (Chairman Aschermann)

PERSONNEL COMMITTEE (Chairman Voyles)

OTHER NEW BUSINESS

Barringer moved to approve additional Judges of Election as presented by the County Clerk, and to be confirmed by the Court on January 6, 2020. Aschermann seconded said motion, which passed by roll call vote. (6 yes 0 no)

Lori Barringer gave an Annual Report of the Supervisor of Assessments office. Ms. Barringer stated that she performed a sales study on farmland [approximately $10,000/acre] and vacant lots [between $3,250-$9,000] to average the median value of vacant land, which came to approximately $5,000. When valuing land, the cost to run utilities to those lots must also be figured in. Ms. Barringer stated that Real Estate Transfer Declaration Sheets on sales does not determine how much of the sale price goes to land and how much goes to buildings. The IAAO standard is a 20% based on the market. However, for Moultrie County a 15% land to building ratio proved more suitable. Ms. Barringer further explained the importance of maintaining values between 31.33% and 35.33% and COD below 30% in order for half of her salary to be reimbursed by the State.

With no further business, Barringer moved to adjourn the meeting. McReynolds seconded said motion, which passed by voice vote. Meeting adjourned at 7:30 p.m.
