City of Decatur City Council met Feb. 3.

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel and Chuck Kuhle. Council member Rodney Walker was absent. Mayor Moore Wolfe declared a quorum present.
City Manager Scot Wrighton attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for Appearance of Citizens and the following individuals provided comments to the Council: Chris Funk, Dave Koshinski, Marc Girdler, Autumn Woolsey, Steven Christian, William Wetzel, Steven Luker, Jim Spaniol, Dianna Pace, Ada Owens, Brett Robertson, Eddie McKnight, Gloria Hoffer, Eric Summerlot, Cameron Williams, Renee Verry, Timothy Klein, Ruth Aufrecht, Chase Doolin and John Phillips, Sr.
With no other Appearance of Citizens, Mayor Moore Wolfe called for Approval of Minutes.
The minutes of the January 21, 2020 City Council meeting were presented. Councilman Pat McDaniel moved the minutes be approved as written; seconded by Councilwoman Lisa Gregory and on call of the roll, Council members Bill Faber, David Horn, Chuck Kuhle, Lisa Gregory, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe called for Unfinished Business.
With no Unfinished Business, Mayor Moore Wolfe called for New Business.
Mayor Moore Wolfe called Ms. Debbie Bogle to the podium to read a proclamation titled “211 Day-United Way”.
Council member Pat McDaniel made a motion to adopt City Council Polices, seconded by Council member Lisa Gregory.
City Manager Wrighton gave an overview of the three changes in the policy: Fund Reserves, Public Contacts and Sale and Purchase of Property.
Councilman Horn moved to split the items into (3) separate sections seconded by Councilman Faber.
Upon call of the roll on the motion of splitting the items into (3) separate sections
Council members Bill Faber and David Horn voted aye. Council members Chuck Kuhle, Lisa Gregory, Pat McDaniel and Mayor Moore Wolfe voted nay. Motion failed.
Councilman Faber and Councilman Horn expressed concerns regarding the Public Participation Rules and Procedures.
The following citizens provided input on the Public Participation Rules and Procedures:
Marc Girdler, Steven Christian, Cameron Williams, Alan Axelrod, Tim Klein, Justin Weaver, David Mohan, Dianna Pace, Ruth Aufrecht, Renee Verry, Marty Watkins.
Councilman Kuhle asked for clarification on the public comments. Councilman Horn thanked the citizens for their public participation.
Councilman Faber made a motion to amend 3A (Meeting Agenda-Agenda Items) to add the Council members to three (3) instead of four (4) to remove an item from a council agenda, seconded by David Horn.
Upon call of the roll, Council members Bill Faber and David Horn voted aye. Council members Chuck Kuhle, Lisa Gregory, Pat McDaniel and Mayor Moore Wolfe voted nay. Motion failed.
Councilman Bill Faber moved to amend Study Session Item 4G, (Study Session Item) to reduce the Council members to three (3) instead of four (4) for Council members to request study session items to be made at a regularly scheduled Council meeting under New Business, seconded by David Horn.
Upon call of the roll, Council members Bill Faber and David Horn voted aye. Council members Chuck Kuhle, Lisa Gregory, Pat McDaniel and Mayor Moore Wolfe voted nay. Motion failed.
Councilman Bill Faber moved to amend to Closed Session Item H (Closed Session) to omit the last line “Any and all notes taken by Council members during the Closed session shall be provided to the City Clerk prior to the end of the Closed session.”, seconded by Councilman David Horn.
A discussion was held by the Council regarding confidentiality in closed sessions.
Upon call of the roll, Council members Chuck Kuhle, Lisa Gregory, David Horn, Bill
Faber and Mayor Moore Wolfe voted aye. Council member Pat McDaniel voted nay. Motion carried.
Councilman Faber would like to put a recommendation together to have a second reading so there would be more time to review the packet and agenda.
Upon call of the roll on the Motion Adopting City Council Policies as amended Council members Chuck Kuhle, Lisa Gregory, Pat McDaniel and Mayor Moore Wolfe voted aye.
Council members David Horn and Bill Faber voted nay. Motion carried
Councilman Bill Faber left the council chambers at 8:26 p.m.
R2020-12 Resolution Adding Territory to the Decatur Macon County Enterprise ZoneDecatur Orthopedic Center, LLC, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman McDaniel.
City Manager Wrighton gave a brief overview of the Resolution.
Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2020-13 Resolution Approving a Grant Agreement between the Illinois Department of Transportation-Hike/Bike Off Road Trail System, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwomen Gregory.
City Manager Wrighton gave a brief overview of the Resolution.
Councilman Chuck Kuhle expressed that he has been a strong advocate to expand the bike trail.

R2020-14 Resolution Authorizing an Indefeasible Right of Use Agreement and Associated Sales Order with the Central Illinois Regional Dispatch Center to Obtain Dark Fiber from the City of Decatur Fiber from the City of Decatur Fiber Network, was presented.
Councilman McDaniel moved the Resolution do pass, seconded by Councilwomen Gregory.

2020-23 Ordinance Annexing Territory Entirely Surrounded by the City Limits-Lot South of 389 West Grove Road, was presented. Councilman McDaniel moved the Ordinance do pass, seconded by Councilwoman Gregory.
Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
2020-24 Ordinance Annexing Territory Entirely Surrounded by the City Limits-5464 North Oakland Avenue, was presented. Councilman McDaniel moved the Ordinance do pass, seconded by Councilwoman Gregory.

2020-25 Ordinance Annexing Territory Entirely Surrounded by the City Limits-3820 East Garfield Avenue, was presented. Councilman McDaniel moved the Ordinance do pass, seconded by Councilwoman Gregory.

2020-26 Ordinance Annexing Territory Entirely Surrounded by the City Limts-Lot-23 Feet East of 4140 East Hickory Street, Lot North of 1285 Nickey Avenue, was presented.
Councilman McDaniel moved the Ordinance do pass, seconded by Councilwoman Gregory.

Ordinance Annexing Territory Entirely Surrounded by the City Limits-North MoffettAvenue-West Marietta Street-North Moffet Lane, was presented.
The Lynch Family expressed concerns with annexing the above property. Adrian Lynch, Megan Lynch, Mike Hammer and Nick Lynch spoke to the Council.
Councilwoman Gregory made a motion to table the Ordinance, until further research is conducted on agriculture zoning, seconded by Councilman Pat McDaniel.
Upon call of the roll, Council members Lisa Gregory voted nay. Council members David Horn, Chuck Kuhle, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
2020-27 Ordinance Annexing Territory Entirely Surrounded by the City Limits-Boiling Springs Road-Las Vegas Drive-Desert Inn Road-Sands Drive, was presented. Councilman McDaniel moved the Ordinance do pass, seconded by Councilwoman Gregory.
Deborah Kendall expressed concerns about being annexed into the City.

City Manager Scot Wrighton raised the question of the date of the next City Council meeting, since it falls on a government holiday. Council will get back with an answer in a timely manner.
