City of Sullivan City Council met May 26.

Here is the minutes provided by the council:

I. The City Council ofthe City of Sullivan, Illinois, met in regular session at 6:00 p.m. at the Elizabeth Titus Memorial Library, 2 west Water Street, Sullivan, The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Mayor Glazebrook asked if there were any comments from the public. There were none.

3. Mayor Glazebrook stated that the claims from. Anixter were going to be pulled from the claims list and then read the items on the consent agenda:

A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis that the consent agenda be approved. Ippon a roll call being taken, the results were as follows:

4. Commissioner Sherwood reported that the darn at Wyman Lake has been opened to lower the lake level. and that crushed concrete is being used to repair pathways at Tabor Park. She is working with Dan Flannell to carne up with a plan for the reopening of the parks, phase 3 does not allow for organized sports and more clarification is needed for the opening of the playgrounds. She has been working with the Civic Center staff, Dan Flannell. and the Health. Department on a plan for.reopening the Civic Center. The Arnbucs and the Historical Society have looked at the Titus Home to see if there are any items they can reuse. The plants on the property will be moved to the parks. Commissioner Sherwood thanked the American region for holding the Memorial Day Ceremony on Monday. She also visited the Eastview subdivision to survey the damage from recent storms.

5. Commissioner Fowler stated that he didn't have anything to report.

b. Commissioner Woodworth is aware of the recent sewer backups and explained that this occurs when pipes are full and lift stations are operating at full capacity. when that happens there is nowhere for the water to go. The City is doing what they can to prevent these issues.

7. Commissioner Hargis reported that the railing for the Jefferson St. sidewalk has been installed, the Harrison St. sidewalk project continues, the 120ON road project has been completed, and potholes continue to be filled. Storms resulting in over five inches of rain over the weekend caused flooding in the Eastview Subdivision. The Street Department set up barricades in the subdivision and assisted with the cleanup of corn stalks. Commissioner Hargis expressed concern for the safety of the Street Department employees while putting up flags. The crew recently completed this project for the first time and didn' t realize how closely they would be working to power lines. Commissioner Hargis would like the employees to have training and safety gear before they do this again and suggested that this task be completed by the Electric Department.

8. Mayor Glazebrook shared that Busey Bank is finalizing its process for the Titus Trust. The City has been contacted by someone that would like to move the Titus Home to their property and options are being explored. There are plans for the flowers and some trees from the Titus property to be moved into the park or to a memorial garden. The Sullivan Schools and The Chamber are working together to hold an outdoor movie this summer. Lee Beckman has shared that there are a lot of grants available for shovel ready projects. The library will start curb pickup on June 1, citizens can order a book and the staff will bring it out to you. He thanked the Street Department for putting up the flags for Memorial Day.

9. Mike Fowler addressed a citizen question regarding two expenses on the claims list that were over $ 25, 000. He stated that Kaleb Martin has provided him with quotes from. Anixter and Fletcher -Reinhart that were received prior to the purchase. City Administrator Dan Flannell explained that the wire should have been advertised for bid before being purchased and the new superintendent was probably unaware of the requirement. The claims have been pulled and will be revisited at the next meeting.

10. City.Administrator Dan Flannell thanked everyone that donated to the Sullivan Area Ministerial Association fund. The fund was created to help those that are struggling due to the pandemic. Those in need should contact the Sullivan Area Ministerial Association or Dave Dolan.

11. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to waive formal reading and extend the effective date of ordinance 20- 3, which implemented the Mayor' s March 18, 2020 Declaration of Emergency to the date of the next City Council meeting on Monday June 8, 2020. Upon.a roll call being taken, the results were as follows:

12. A motion was made by Commissioner Sherwood and seconded by Commissioner Woodworth to approve engaging with Lauterbach & Amen for GASB 74/75 OPEB actuary services for a four year term. Upon a roil call being taken the results were as follows:

13. A motion was made by Commissioner Hargis and seconded by Commissioner Woodworth to waive formal reading and adopt ordinance 20-7 Amending Chapter 40 — Zoning Code Section 40- 4- 37 — Regulations for Special Signs of the Revised Code of Ordinances of the City. Dan Flannell stated that the current ordinance is unconstitutional and that content of political and religious signs cannot be restricted as it is a violation of freedom of speech. Upon a roll call being taken, the results were as follows:

14, A motion was made by Commissioner Sherwood and seconded by Commissioner Woodworth to establish Ordinance 20-5 which is establishing a revolving loan program for the City of Sullivan. Mayor Glazebrook suggested tabeling the Ordinance until the June 8th meeting so a committee can be formed and meet to gather ideas to present to the Council. Commissioner Sherwood agreed to tabeling the item. Upon roll call being taken, the results were as follows:

15. A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to approve the funding of the Sullivan Chamber of Economic Development. Last fiscal year the City provided $ 70, 000 of funding to the Chamber. Commissioner Sherwood wanted to discuss whether to increase the funding or stay with the current

amount and would like to know the need, ghat the funds are used for and how much is appropriate. Mayor Glazebrook would like to increase the funding amount, he believes the Chamber works well with the City in the promotion of bringing in businesses and offering activities and festivals. Commissioner Sherwood asked that this item be tabled to the June 8th meeting. Commissioner Woodworth asked if someone could request a list of businesses the Chamber has worked with in the last year and would like to see what the funds are used for. Dan Flannell stated that the County requires a reporting process and that the information could possibly be shared with the City.

16. A motion was made by Mayor Glazebrook and seconded by Commissioner Woodworth to look at the authorization for an engineering study for the Eastview Subdivision drainage issues. Mayor Glazebrook has talked to someone about the drainage system and would like to have the individual give a presentation to the council. When asked if he knew how much the study would cost and when he planned on starting the study, the Mayor said he would like to bring someone in at the beginning of June to explain their ideas and was unsure of the cost. 17. A motion was made by Mayor Glazebrook and seconded by Commissioner Fowler to increase the revitalization grant reimbursement for the Jibby' s demolition. Mayor Glazebrook stated that the building is in bad shape and needs to come down. He would like to increase the reimbursement for the demolition of this building from. $3, 500 to $ 20, 000. The Clerk confirmed to the Council that the dollar amount was not included in the motion. Upon roll call being taken, the results were as follows:

18. A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis that the City take possible action regarding outdoor dining and other methods to support the reopening of businesses. Commissioner Sherwood thinks the Council should support this, adding that businesses have requested to use picnic tables from the park. Mayor Glazebrook mentioned placing concrete blocks and arranging for eating areas to be hosed down dally. Dan Flannell explained that this would require a suspension or refining of the liquor code, but this could be done by the Mayor through the executive order. 19. A motion was made by Mayor Glazebrook and seconded by Commissioner Woodworth to adjourn into closed session at 7:20 p.m. to discuss setting the price for sale or lease of property owned by the public body ( 5 ILCS 120/ 2( c)( 6)) and to discuss litigation affecting the public body (5 ILCS 120/2(c)( 11)}. Upon roll call being taken, the results were as follows:
