Village of Mt. Zion Village Board of Trustees met Sept. 14.

Here is the minutes provided by the board:

Mayor Williams called the Special Meeting of the Mt. Zion Village Board of Trustees to order at 5:15 p.m. in the Village Hall Board Room. The following Board Members were present for roll call: Mike Mose, Chris Siudyla, Ellen Ritchie, Donna Scales, Wendy Kernan, and Kevin Fritzsche. Also present were Village Treasurer, Corey McKenzie and Village Clerk, Dawn Reynolds. Present via teleconference were Village Administrator, Julie Miller and Steve Kline of The Economic Development Group, Ltd.

Pledge of Allegiance

Public Hearing - An Ordinance Authorizing the Annexation of Certain Property to the Village of Mt. Zion, Macon County, Illinois – Parcel Number 12-17-10-151-004: A motion to open the Public Hearing was made by Trustee Fritzsche, seconded by Trustee Ritchie. A voice vote was unanimous; motion carried.

Mayor Williams asked for public comment on the Ordinance. No one wished to speak on the Public Hearing,

A motion to close the Public Hearing was made by Trustee Mose, seconded by Trustee Şiudyla. A voice vote was unanimous; motion carried.

Public Hearing - An Ordinance Authorizing the Annexation of Certain Property to the Village of Mt. Zion, Macon County, Illinois - Parcel Number 12-17-09-276-004: A motion to open the Public Hearing was made by Trustee Kernan, seconded by Trustee Scales. A voice vote was unanimous; motion carried.

Mayor Williams asked for public comment on the Ordinance. No one wished to speak on the Public Hearing.

A motion to close the Public Hearing was made by Trustee Ritchie, seconded by Trustee Fritzsche. A voice vote was unanimous; motion carried.

Public Hearing - An Ordinance Designating and Approving the Mt. Zion Business Development District No. 1 and Imposing a Retailer's Occupation Tax, a Service Occupation Tax, and a Hotel Operators! Occupation Tax in the Mt. Zion Business Development District No. 1: A motion to open the Public Hearing was made by Trustee Fritzsche, seconded by Trustee Kernan. A voice vote was unanimous; motion carried.

Mayor Williams asked for public comment on the Ordinance. No one wished to speak on the Public Hearing.

A motion to close the Public Hearing was made by Trustee Ritchie, seconded by Trustee Mose. A voice vote was unanimous, motion carried.

Consideration and Action on An Ordinance Authorizing the Annexation of Certain Property to the Village of Mt. Zion, Macon County, Illinois - Parcel Number 12-17-10-151-004: Administrator Miller presented for consideration an ordinance annexing Parcel 12-17-10-151-004 owned by the Mt. Zion Township. The parcel is approximately 8.86 acres and adjacent to Fletcher Park and the Mt. Zion Intermediate School. The property is currently farmland and is zoned Agriculture with Macon County and after annexation will be zoned VA-1 Agricultural as previously designated by the Village's Land Use Plan. The public notice was published in the Mt. Zion Region News and on the Village's website as required by Illinois Statutes.

A motion was made by Trustee Siudyla to approve Ordinance No. 2020-14 Authorizing the Annexation of Certain Property to the Village of Mt. Zion as presented, seconded by Trustee Mose. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Scales-yea, Kernan-yea, and Fritzsche-yea. Motion carried 6-yea, 0-nay, 0-absent.

Consideration and Action on An Ordinance Authorizing the Annexation of Certain Property to the Village of Mt. Zion, Macon County, Illinois - Parcel Number 12-17-09-276-004: Administrator Miller presented for consideration an ordinance annexing Parcel 12-17-09-276-004 owned by the Mt. Zion Township. The parcel is approximately 15.44 acres and adjacent to Fletcher Park and the Mt. Zion Intermediate School. The property is currently farmland and is zoned Agriculture with Macon County and after annexation will be zoned VA-1 Agricultural as previously designated by the Village's Land Use Plan. The public notice was published in the Mt. Zion Region News and on the Village's website as required by Illinois Statutes.

A motion was made by Trustee Siudyla to approve Ordinance No. 2020-15 Authorizing the Annexation of Certain Property to the Village of Mt. Zion as presented, seconded by Trustee Ritchie. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Scales-yea, Kernan-yea, and Fritzsche-yea. Motion carried 6-yea, 0-nay, 0-absent.

Consideration and Action on An Ordinance Designating and Approving the Mt. Zion Business Development District No. 1 and Imposing a Retailer's Occupation Tax, a Service Occupation Tax, and a Hotel Operators' Occupation Tax in the Mt. Zion Business Development District No. 1: Administrator Miller presented for consideration an ordinance designating and approving the Mt. Zion Business Development District No. 1. Steve Kline of The Economic Development Group, Ltd. discussed the BDD plan as well as the proposed new TIF district. Steve answered questions from the Board.

The public notice was published in the Mt. Zion Region News and on the Village's website as required by Illinois Statutes.

A motion was made by Trustee Mose to approve Ordinance No. 2020-16 Designating and Approving the Mt. Zion Business Development District No. 1 and Imposing a Retailer's Occupation Tax, a Service Occupation Tax, and a Hotel Operators' Occupation Tax in the Mt. Zion Business Development District as presented, seconded by Trustee Fritzsche. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie yea, Scales-yea, Kernan-yea, and Fritzsche-yea. Motion carried 6-yea, 0-nay, 0-absent.

Adjournment: A motion was made by Trustee Ritchie to adjourn the September 14, 2020 Village Board meeting, seconded by Trustee Kernan. A voice vote was unanimous; motion carried. The meeting was adjourned at 5:55 p.m.
