Meeting 10

City of Sullivan City Council met Sept. 28.

Here is the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in regular session on at 6: 00 p.m. at The Little Theatre On The Square, 16 E. Harrison Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Mayor Glazebrook asked ifthere were any comments from the public. There were none.

3. Mayor Glazebrook read the items on the consent agenda:

Approval of minutes of the previous regular meeting held September 14, 2020

Approval of claims except those in TIF funds

Approval of Treasurer' s report for August 2020

A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to accept the consent agenda. Upon a roll call being taken, the results were as follows:

and the motion was declared carried by omnibus vote.

4. A motion was made by Commissioner Hargis and seconded by Commissioner Woodworth to approve the TIF claims. Upon a roll call being taken, the results were as follows:

and the motion was declared carried.

5. Commissioner Sherwood reported that the irises from the Titus Home have been relocated to Wyman Park, Tabor Park and the Cemetery. The park department has been assising with the drainage project on North Worth Street. The bathrooms at the south end of the park are closed due to damage, they will be repaired as soon as possible.

Memberships are starting to increase at the Civic Center, they are looking at implementing some new programming. Discussions have been taking place at the City Building regarding wage increases.

6. Commissioner Fowler reported that Dan Flannell will be handling the communications with the IBEW regarding the recent firing of an Electric Apprentice Lineman. Nelson tree service will be completing tree trimming for the Electric Department, this project will be funded through TIF. The Electric Plant is in negotiations with a dealership to replace a pickup truck, the insurance reimbursement should cover 90% of the expense. The IMEA recently completed a capacity test on the generators at the Electric Plant, no operational issues occurred during that testing. Recent electrical issues at the City Building were caused by a transformer, which has been repaired. The Distribution Crew would like to purchase a pole trailer and a trencher, the purchase of these items will improve the efficiency of the department.

7. Commissioner Woodworth reported that a main break occurred last week that resulted in the issuance of a boil order, which has been lifted. The Distribution Crew has been locating the sewer and water lines at the Titus Home and have continued installing meters.

8. Commissioner Hargis welcomed Alex Bailey to the Street Department. The department is completing regular maintenance, dug 250 feet of the on North Worth Street and assisted the Sewer Department in digging up and capping the water and sewer lines at the Titus Home.

9. Mayor Glazebrook asked that everyone complete the census. The food pantry, blood bank and the programs asking for winter clothing are in need of support from the community. The new fence at the Cemetery has been delayed, 2 new gas lines were installed at Elim Springs, and tickets for the raffle funding the K-9 project are available at the Police Department. A public hearing was held on Friday for a grant to fund the water main replacement on North Main Street. He thanked Carrie Creek, Dan Flannell, Commissioner Woodworth and Bubba Farris for their quick response in completing what was needed for the grant.

10. City Adminstrator Dan Flannell reported that the positivity rate for COVID cases is Moultrie County has held steady between 4. 3 & 4. 5%, which is about 1% higher than the state average. The percentage of the county cases attributed to the 61951 zip code continues at 60%. Bids for the Titus Demolition and the Hagerman Sanitary Sewer projects came in significantly lower that the engineering estimate. The final report from Busey Bank was approved by the Circuit Court on Sepetember 23` d. Busey informed the City that they only perform transfers on Wednesdays and Fridays. The funds were not received last Friday and should arrive no later than this Friday. Treasurer Golden has made arrangements for the funds to be deposited in the three local banks. He thanked Kaleb Smith, the County ESDA director, for posting the recent boil order through the Code Red system. The COVID relief fund started by the Sullivan Ministerial Association has raised over $37, 000 and has provided financial assistance to 146 families due to the impact of the COVID- 19 Pandemic. Donations for the fund are still being accepted.

11. Mayor Glazebrook announced that the discussion and possible action to execute amending banking resolutions was being pulled from the agenda.

12. A motion was made by Commissioner Hargis and seconded by Commissioner Woodworth to waive formal reading and extend the effective date of Ordinance 20- 3, which implemented the Mayor' s March 18, 2020 Declaration of Emergency, to the date of the next City Council meeting on Monday, October 12, 2020. Upon a roll call being taken the results were as follows:

and the motion was declared carried.

13. A motion was made by Commissioner Woodworth and seconded by Commissioner Hargis to accept the bid of Wallace Excavating of Sullivan, Illinois in the amount of $35, 370. 64, and authorize and approve the execution of the written agreement by and between the City of Sullivan and Wallace Excavating for completion of the sewer extension for the Hagerman Street subdivision in accordance with the City' s bid specifications. Upon a roll call being taken the results were as follows:

14. A motion was made by Mayor Glazebrook and seconded by Commissioner Fowler to waive the irregularity of the delayed execution of the bid addendum and accept the bid of Yoder Farm & Drainage of Sullivan, Illinois in the amount of $52, 600.00, and authorize and approve the execution of a written agreement by and between the City of Sullivan and Yoder Farm & Drainage for the completion of the demolition of the Titus Home property in accordance with the City' s bid specifications. Upon a roll call being taken, the results were as follows:

15. A motion was made by Commissioner Woodworth and seconded by Commissioner Hargis to adopt Resolution 20-N, whereby the City Council lends its support to an application for a Community Development Block Grant for improvements to the City' s water distribution system. Upon a roll call being taken, the results were as follows:

16. Mayor Glazebrook announced that the discussion and possible action for project authorization of BHMG to proceed with the Electric Plant Fuel Supply Modification was being pulled from the agenda.

17. A motion was made by Mayor Glazebrook and seconded by Commissioner Sherwood to adjourn into closed session at 6: 24 p.m. to discuss collective negotiation matters between the public body and its employees or their representatives, or deliberations concerning salary, schedules for one or more classes of employees ( 5 ILLS 120/ 2( c)( 2)). Upon a roll call being taken, the results were as follows:

18. Mayor Glazebrook reconvened the meeting at 6: 57 p.m.

19. A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to approve a wage increase of 2. 75% for all non- union, full-time City employees with said increase to be retroactive to May 1, 2020 for those employees who were nonunion as of May 1, 2020. I further move that said increase be retroactive to August 1, 2020 for those employees of the Gas, Street and Sewer departments who were formerly covered by the collective bargaining agreement that expired July 31, 2020. I further move the Council reserve the determination of retroactive application, if any, of any wage increase ultimately approved for the five employee' s at the City Water Plant who have a pending Petition for Recognition of IBEW Local #51 as their collective bargaining representative. Upon roll call being taken, the results were as follows:
