City of Clinton City Council met Nov. 2.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise and Ballenger were present. Commissioner Edmunds was absent.
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of October 19, 2020 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
Written motion was made by Mayor Cyrulik and seconded by Commissioner Wise to adopt Ordinance #1522, An Ordinance Authorizing the Execution of the RMA Minimum/Maximum Contribution Agreement in the amount of $223,774.65. On roll call vote, Wise, Ballenger, Buchanan and Mayor Cyrulik voted “Yes”.
The bills and payroll were read.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Cyrulik had no report.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported that the leaf pick-up has started, and the department will be working in zones. The citizens can go to the City’s website and it will be posted daily what zone the crew is working in each day or they can call City Hall. Just a reminder not to put the leaves in the street. They can also take the leaves to the Yard Waste Facility on Tuesday & Thursday from 3:00 p.m. – 5:00 p.m. and Saturday 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 5:00 p.m. The Yard Waste Facility will be open year-round. He also stated this will be the last month for brush pick up as it will not be done in December, January or February unless there is a storm. The Center St. Project is near completion.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported that the report on Well 10 was received and it wasn’t as bad as they thought it would be, but it will still be costly ($50,000). There has been no work done on Well 10 since 2014. The Mains were flushed so they should be good until Spring.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger had no report.
Police Chief Lowers reported that the Police Dept. has taken delivery of a golf cart with donations from Crime Stoppers and local Businesses. He also stated with the falling leaves and deer movement be cautious on the roads.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Let the record show that Commissioner Edmunds is present at the meeting.
Commissioner Edmunds reported the Sales Tax is up from this time last year, but the Income Tax and Motor Fuel Tax are down.
UNFINISHED BUSINESS
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the GIS Mapping Project with Symbiont. On roll call vote, Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.
