City of Decatur City Council Met Jan. 4.

On Monday, January 4, 2021, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Decatur Civic Center Theater, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Moore Wolfe presided, together with her being Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, and Chuck Kuhle. Mayor Moore Wolfe declared a quorum present.
City Manager Scot Wrighton attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Marc Girdler, Drew Laney and John Phillips.
With no other Appearance of Citizens, Mayor Moore Wolfe called for Approval of the Minutes.
The minutes of the December 14, 2020 City Council meeting were presented. Councilman Pat McDaniel moved the minutes be approved as written; seconded by Councilwoman Lisa Gregory and on call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
The minutes of the December 21, 2020 Special City Council meeting were presented. Councilman Pat McDaniel moved the minutes be approved as written; seconded by Councilwoman Lisa Gregory and on call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe called for Unfinished Business.
2021-01 Ordinance Amending City Code Chapter 54.1-Video Gaming License, was presented. Councilman McDaniel moved the Ordinance do pass, seconded by Councilwoman Gregory.
City Manager Wrighton gave an overview of the Ordinance and answered questions from Council.
Upon call of the roll, Council members Pat McDaniel, Rodney Walker, Lisa Gregory, Chuck Kuhle and Mayor Moore Wolfe voted aye. Council members Bill Faber and David Horn voted nay. Mayor Moore Wolfe declared the motion carried.
With no other Unfinished Business, Mayor Moore Wolfe called for New Business.
2021-02 Ordinance Granting a Conditional Use Permit (CUP) to Allow for a Day Care Home, Large in an Existing Residence Zoned R-3 Single-Family Residence District 2220 North Longwood Drive, was presented. Councilman McDaniel moved the Ordinance do pass, seconded by Councilwoman Gregory.
City Manager Wrighton gave an overview of the proposed Ordinance.
Upon call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-01 Resolution Authorizing the Purchase of Property at 2112 North Brush College Road for the Improvement of Brush College Road over Faries Parkway and the Norfolk Southern Railroad Tracks, City Project 2009-33 Section 09-00933-01-BR, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.
City Manager Wrighton gave an overview of the proposed Resolution.
Upon call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-02 Resolution Authorizing Accepting and Approval of Grant Agreement with Illinois Department of Commerce and Economic Opportunity (DCEO), was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.
City Manager Wrighton gave an overview of the proposed Resolution.
Upon call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-03 Resolution Adopting the FY2020-24 Consolidated Plan including FY2020 Action Plan, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.
City Manager Wrighton gave an overview of the following two Resolutions as they both related to CDBG and HOME funds and answered questions from Council.
Ms. Richelle Irons, Neighborhood Services Manager, answered questions from Council regarding administrative costs associated with the CDBG grant.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-04 Resolution Authorizing Agreements with U.S. Department of Housing and Urban Development (HUD) for CDBG & HOME FY2020 Grant Funds, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.
Upon call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no other New Business, Mayor Moore Wolfe called for Other Business.
A discussion was held by Council regarding Tier 3 restrictions placed on bars and restaurants imposed by Governor Pritzker’s Executive Order.
With no Other Business, Mayor Moore Wolfe called for adjournment. Councilman McDaniel moved the Council meeting be adjourned; seconded by Councilwoman Gregory and on call of the roll, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye.
Mayor Moore Wolfe declared the regular Council meeting adjourned at 6:38 p.m.
