City of Decatur City Council Met Jan. 19.

Here is the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Decatur Civic Center Theater, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle, and Pat McDaniel. Councilman Rodney Walker was absent. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe made a motion to amend the City Council agenda by removing the two Ordinances listed under Unfinished Business, Ordinance Amending City Code Chapter 50 – Licenses and Ordinance Amending City Code Chapter 52 – Alcoholic Liquor, seconded by Councilman McDaniel.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Marc Girdler and John Phillips.

With no other Appearance of Citizens, Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the January 4th, 2021 City Council meeting were presented. Councilman McDaniel moved the minutes be approved as written; seconded by Councilwoman Gregory and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel and Mayor Moore Wolfe voted aye. Councilman Faber abstained from the vote. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for New Business.

City Manager Wrighton presented the Treasurer's Financial Report.

R2021-05 Resolution Authorizing the City of Decatur to Provide an Interfund Cash Advance to Certain Funds to Affect a Positive Cash Position as of the Close of Business as of December 31, 2020, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave an overview of the proposed Resolution.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2021-03 Ordinance Abating the Property Tax Levy for the City of Decatur, Illinois for General Obligation 2020 Series Bonds, was presented. Councilman McDaniel moved the Ordinance do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave an overview of the proposed Ordinance.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-06 Resolution Authorizing an Intergovernmental Agreement between the City of Decatur, MS4 Communities and the Macon County Soil and Water Conservation District to Assist with Meeting the City's NPDES Requirementss, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

Public Works Director Matt Newell gave an overview of the proposed Resolution.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-07 Resolution Authorizing a Two Year Agreement with the Macon County Soil and Water Conservation District for Lake Decatur Watershed Conservation Services, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

Public Works Director gave an overview of the proposed Resolution and answered questions from Council.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-08 Resolution Repealing Resolution R2020-183 and Authorizing Execution of an Agreement for Management and Operation of City of Decatur Public Transit Services with MV Transportation, Inc., was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave an overview of the proposed Resolution.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Consent Calendar Items A. through D. and asked if any Council member wished to have an item removed from the Consent Calendar. No Council member wished to remove an item from the Consent Calendar. The Clerk read items A. through D.

2021-04 Item A. Ordinance Annexing Territory 3808 West Catherine Street 2021-05 Item B. Ordinance Annexing Territory 3877 West Center Street 2021-06 Item C. Ordinance Annexing Territory 2211 North Sunnyside Road 2021-07 Item D. Ordinance Annexing Territory 3195 North Westlawn Avenue

Councilman McDaniel moved Items A. through D. be approved by Omnibus Vote; seconded by Councilwoman Gregory, and on call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Council held a discussion on the availability and distribution of the coronavirus vaccine. With no Other Business, Mayor Moore Wolfe called for Adjournment.

Councilman McDaniel moved the City Council meeting be adjourned; seconded by Councilwoman Gregory and upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the City Council meeting adjourned at 6:19 p.m.
