City of Decatur City Council Met Feb. 17.

Here is the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Special Meeting at 5:30 p.m., in the Decatur Civic Center Theater, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, and Bill Faber. Councilwoman Lisa Gregory participated through electronic attendance pursuant to the Open Meetings Act, 5 ILCS 120/7(e)(2) and a determination made by Mayor Julie Moore Wolfe that an in-person meeting of all members of the City Council is not practical or prudent because of the COVID-19 pandemic. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Jacob Jenkins, John Phillips, and Katie Burns.

With no other Appearance of Citizens, Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the February 1st, 2021 City Council meeting were presented. Councilman McDaniel moved the minutes be approved as written; seconded by Councilwoman Gregory and on call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for New Business.

Finance Director Gregg Zientara presented the Treasurer’s Financial Report and answered questions from Council.

2021-11 Ordinance Vacating Public Right-of-Way North Mercer Street located North of West Eldorado Street, was presented. Councilman McDaniel moved the Ordinance do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave an overview of the proposed Ordinance and answered questions from Council.

Nicole Bateman, President of the Economic Development Corporation spoke about the planned parking lot improvements at the site formerly occupied by Pugsley.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

City Manager Wrighton gave an update regarding the allocation of CARES funding.

Councilman Bill Faber exited the Civic Center Theater at 5:51pm and returned at 5:53pm.

Council discussed appropriate uses of the second round of CARES funding.

Community Development Director Cordaryl “Pat” Patrick gave a timeline regarding the distribution of the second round of CARES funding.

Mr. Jesse Blunt explained the concept of a makerspace.

Mr. Will Wetzel and Mr. Jacob Jenkins provided input regarding the allocation of CARES funding.

R2021-18 Resolution Authorizing an Intergovernmental Agreement Between the City of Decatur and Decatur Public School District #61 for Johns Hill Neighborhood Sidewalk Improvements, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave an overview of the proposed Resolution.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-19 Resolution Authorizing the Transfer of 328 East Wabash Avenue from City of Decatur, Illinois to Community Health Improvement Center d/b/a Crossing Healthcare, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave an overview of the proposed Resolution.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Consent Calendar Items A. through D. and asked if any Council member wished to have an item removed from the Consent Calendar. No Council member wished to remove an item from the Consent Calendar. The Clerk read items A. through D.:

R2021-20 Item A. Receiving and Filing of Minutes of Boards and Commissions

R2021-21 Item B. Resolution Approving Reappointment - Decatur Metropolitan Exposition Auditorium and Office Building Authority (Civic Center Board Authority)

R2021-22 Item C. Resolution Approving Reappointments - Historical and Architectural Sites Commission

R2021-23 Item D. Resolution Approving and Determining the Need for Confidentiality of Minutes of Closed Meetings

Councilman McDaniel moved Items A. through D. be approved by Omnibus Vote; seconded by Councilwoman Gregory, and on call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Adjournment.

Councilman McDaniel moved the Special City Council meeting be adjourned; seconded by Councilwoman Gregory and upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the Special City Council meeting adjourned at 6:35 p.m.
