City of Sullivan Council met April 12.
Here is the agenda provided by the council:
1 The City Council of the City of Sullivan, Illinois, met in regular session at 6 04 p.m. at The Little Theatre On The Square, 16 E. Harrison Street, Sullivan. The meeting was called to order by Mayor Richard
Glazebrook. A roll call was taken.

2. Lee Beckman of Milano and Grunloh reported that the City was not awarded the awaited DCEO grant. New applications for the grant and are due August 3` d Announcements for the ITEP grant have been pushed back to spring. Applications for the Highway Safety Improvement Program are due May 3` d The review letter for the water plant improvement project hasn' t been received, Mr Beckman will be reaching out to inquire about the status. The Titus Home demolition is now 95% completed. Bids for the Corey Street gutter project were received and a pre- construction meeting was held.
3 Mayor Glazebrook asked ifthere were any comments from the public in attendance. A citizen stated that his son lives on Pierce Street and he believes that there is a water leak near his home due to his sump pump running constantly
4 Mayor Glazebrook read the items on the consent agenda.

Approval of claims except those in TIF funds
A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to approve the consent agenda. Upon a roll call being taken, the results were as follows

5 A motion was made by Commissioner Woodworth and seconded by Commissioner Booker to approve TIF claims. Upon a roll call being taken, the results were as follows.

6 Commissioner Sherwood attended a meetmg with various organizations regarding reservations for the ball diamonds. To make reservations please contact Blake Eggleston at the City Building. She asked that citizens refrain from driving through Tabor Park, as this is a trail for walking, not driving. Trees provided by the Lumpkin grant will soon be planted in both parks. A water leak in a bathroom at the Civic Center has been repaired but did cause some damage. She asked that Commissioners meet with their department heads within the next couple weeks to review the budget.
7 Commissioner Fowler gave an update on outages and tasks completed by the Electric Distribution crew He attended a meeting for the creation of a utility disaster plan. He noted a letter that was recently submitted to the editor of the News- Progress regarding utility rates. He encouraged solar installation and recapped his views of how the IMEA affects the City' s utility rates.
8 Commissioner Woodworth gave an update on tasks completed by the Distribution Crew More water leak have occurred due to recent boring. He thanked the Street Department and the Police Department for their assistance in the repairs.
9 Commissioner Booker gave an update on tasks completed by the Street Department. The permits for the Eastview tile project were submitted and the Corey Avenue project started today
10 Mayor Glazebrook attended a meeting to implement a utility disaster plan. He would like to explore the possibility of using a drone to check for damage after storms. He attended a meeting to discuss business opportunities for veterans.
Ornamental trees that were made possible by the Lumpkin grant will be planted in the City' s parks. A bill that was presented to the House and Senate, proposes major changes for law enforcement. Mayor Glazebrook encouraged everyone to talk with Senators and Representatives and ask that they look at these changes. The demolition of the Titus Home is complete and the lot has been seeded. He would like to have a planning meetmg at the end of April to discuss projects and grant money that was received. The Mayor gave an update on projects completed by the Cemetery Staff and the Gas Department. He read a letter from the American Legion outlining their fund raising efforts for the Fourth of July festivities.
11 City Administrator Dan Flannell gave a report of the most recent COVID statistics. The Health Department continues to administer the COVID vaccine. The City' s monthly gas rate has dropped back down to the pre- crisis level after only one month of the increased rate. The City' s advanced gas purchasing protected City customers from huge prices surges that other communities are struggling with. Metro' s fiber project is still ongoing but seems to be winding down.
12. A motion was made by Commissioner Woodworth and seconded by Commissioner Booker to waive formal reading and extend the effective date of Ordinance 20- 3, which implemented the Mayor' s March 18, 2020 Declaration of Emergency, to the date of the next Council meeting on Monday, April 26, 2021 Upon a roll call being taken the results were as follows

13 A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to approve the Mayor' s execution of modified lease agreement on the real estate located at 304 S Hamilton for the purpose of housing temporary city offices. Upon a roll call being taken the results were as follows.
