City of Decatur City Council Met May 3.

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Decatur Civic Center Theater, One Gary K. Anderson Plaza, Decatur, Illinois.
Mr. David J. Horn, Mr. Chuck Kuhle and Mr. Ed Culp were sworn in to the office of City Councilman.
Mayor Julie Moore Wolfe presided, together with her being Council members Lisa Gregory, David Horn, Chuck Kuhle, Rodney Walker, Bill Faber and Ed Culp. Mayor Moore Wolfe declared a quorum present.
City Manager Scot Wrighton attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Marc Girdler, Brian Wise, Reed Sutman, and Seth Stedman.
With no other Appearance of Citizens, Mayor Moore Wolfe called for Approval of the Minutes.
The minutes of the April 12, 2021 City Council Study Session and April 19, 2021 Regular City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no Unfinished Business, Mayor Moore Wolfe called for New Business.
Bret Robertson presented a proclamation proclaiming May 16 – May 22, 2021, “Historic Preservation Week” in the City of Decatur.
Tony Holly presented a proclamation proclaiming May 4, 2021, “Young Leaders in Action Day” in the City of Decatur.
Councilman Pat McDaniel was presented with a plaque from Mayor Moore Wolfe and recognized for serving ten years on the Decatur City Council and his longstanding commitment to the City of Decatur.
2021-29 Ordinance Approving Appointment - Mayor Pro Tempore, was presented. Councilman Kuhle moved the Ordinance do pass, seconded by Councilman Horn.
Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Council held a discussion on the design changes on Business Route 51 between Eldorado Street and Pershing Road. The consensus of Council indicated that they wish to move forward with the project.
R2021-78 Resolution Authorizing Annual Service Agreement with Superion, LLC, A Central Square Company, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Deputy Police Chief Shane Brandel gave an overview of the proposed Resolution and answered questions from Council regarding fees.
Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-79 Resolution Approving Agreement Between the Public Safety Training Foundation and the City of Decatur, Illinois for Use of the Public Safety Training Foundation's Facilities, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Deputy Police Chief Brandel gave an overview of the proposed Resolution.
Councilman Culp noted that he does not have a conflict of interest. He currently serves as the Director of the Macon County Law Enforcement Training Center which is on the same campus as the Public Safety Training Foundation but they are separate entities.
Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-80 Resolution Approving Agreement Between the Public Safety Training Foundation and the City of Decatur, Illinois for Use of the VirTra V-300 LE Training Simulator and Grain Safety Facility, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Deputy Police Chief Brandel gave an overview of the proposed Resolution and answered questions from Council regarding the amount of time officers will be using the simulator.
Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Councilman Walker exited the Theater at 6:25 p.m.
R2021-81 Resolution Authorizing Amendment Number 1 to an Agreement with Clark Dietz Inc. to Provide Professional Engineering Services to the City of Decatur City Project 2020- 13, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the proposed Resolution and answered questions from Council regarding concerns over outsourcing Public Works positions for the project.
Councilman Walker returned to the Theater at 6:30 p.m.
Public Works Director Matt Newell explained the difficulties in hiring city employees for the positions.
Upon call of the roll, Council members Lisa Gregory, Chuck Kuhle, Rodney Walker, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Councilman Horn voted nay. Mayor Moore Wolfe declared the motion carried.
R2021-82 Resolution Accepting the Sourcewell Bid Price from Altorfer for the Purchase of a Caterpillar 926M Wheel Loader, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the proposed Resolution.

R2021-83 Resolution Accepting the Bid Price of Landmark Ford Inc. for the Purchase of a 2022 Ford F350 Pickup Truck with Service Body and Lift Gate, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the proposed Resolution.

R2021-84 Resolution Accepting the Quote and Authorizing the Execution of a Contract with W.J. Scott Company for Municipal Services Fuel System Improvements, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the proposed Resolution.
Public Works Director answered questions from Council regarding the length of time the system has been in place.

R2021-85 Resolution Authorizing the City of Decatur's Participation in the Revolving Loan Fund Defederalization of the R.L.F. Act, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Councilman Faber exited the Theater at 6:40 pm.
With no other New Business, Mayor Moore Wolfe called for Consent Calendar Items A. through E. and asked if any Council member wished to have an item removed from the Consent Calendar. Councilman Horn requested to remove Item C. from the Consent Calendar. The Clerk read items A. through E., except for C.:

Councilwoman Gregory moved Items A. through E., except for C., be approved by Omnibus Vote; seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Rodney Walker, Ed Culp and Mayor Moore Wolfe voted aye. Councilman Faber was absent. Mayor Moore Wolfe declared the motion carried.
Councilman Faber returned to the Theater at 6:43 p.m.
R2021-87 Resolution Approving Appointments - City Plan Commission, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Council held a conversation on attracting a greater diversity of members on Boards and Commissions.
Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no other New Business, Mayor Moore Wolfe called for Other Business.
Mayor Moore Wolfe welcomed Councilman Culp to the Council.
City Manager Wrighton answered questions from Council regarding the timeframe on acquiring six additional police vehicles and noted that staff is working on re-opening Grand Avenue between the ICG Railroad viaduct and Jasper as a result of the fire that occurred over the weekend.
City Manager Wrighton noted that alternative energy requests are turned over to the city’s consultant.
Councilwoman Gregory encouraged continued collaboration efforts between the city and county.

Councilwoman Gregory moved the Council meeting be adjourned; seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye.
