City of Decatur City Council Met June 7.

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the City Council Chambers, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and David Horn. Councilman Rodney Walker was absent. Mayor Moore Wolfe declared a quorum present.
City Manager Scot Wrighton attended the meeting as well.
Mayor Moore Wolfe led a moment of silence for Police Officer Chris Oberheim who lost his life in the line of duty on May 19, 2021.
Mayor Moore Wolfe led the Pledge of Allegiance.
Ms. Linda Gross with the Decatur Garden Club presented a proclamation proclaiming “National Garden Week” in Decatur, Illinois from June 6 - 12, 2021.
Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Dan Winter and John Phillips Sr.
Councilman Faber made a motion to suspend the citizen participation rules allowing Mr. Phillips Sr. additional time to speak, seconded by Councilman Horn.
Upon call of the Roll, Council members Bill Faber and David Horn voted aye. Councilman members Chuck Kuhle, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted nay. Mayor Moore Wolfe declared the motion failed.
With no other Appearance of Citizens, Mayor Moore Wolfe called for Approval of the Minutes.
The minutes of the May 10, 2021, City Council Study Session were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
The minutes of the May 17, 2021, Regular City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no Unfinished Business, Mayor Moore Wolfe called for New Business.
Motion to Reconsider Resolution Accepting the Bid of Felmley-Dickerson Company for the Replacement of Two (2) Overhead Garage Doors at Fire Station No. 2, was presented. Councilman Kuhle moved the motion do pass, seconded by Councilman Horn.
Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-103 Resolution Accepting the Bid of Felmley-Dickerson Company for the Replacement of Two (2) Overhead Garage Doors at Fire Station No. 2, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Resolution and answered questions from Council regarding MBE requirements.

R2021-104 Resolution Approving Expenditure for HVAC at Decatur Public Library, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Resolution.
Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
2021-34 Ordinance Amending City Code Chapter 52 - Alcoholic Liquor, Section 4 - License Classifications and Section 17 - Hours, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Ordinance and answered questions from Council regarding the requested amendments to the Ordinance.
Councilman Horn made a motion to remove the following language in Class K and Class L “said licensed premises must be located in the B-4 Central Business District of downtown Decatur”. No Council member seconded the motion. Mayor Moore Wolfe declared the motion failed.
Upon call of the roll on the original motion, Council members Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-105 Resolution Authorizing a Water Tank Maintenance Contract with Utility Service Co., Inc. for the Franklin Street Water Tank Maintenance, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-106 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Kinney Contractors, Inc. for Concrete and Brick Street Rehabilitation, City Project 2021-11, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-107 Resolution Authorizing the Purchase of a Temporary Construction Easement on Property Owned by the Norfolk Southern Railway Company for the Improvement of Brush College Road over Faries Parkway and the Norfolk Southern Railroad Tracks, City Project 2009- 33, Section 09-00933-01-BR.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-108 Resolution Authorizing the Execution of an Agreement for the Electricity Supply for the City of Decatur Electric Accounts, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Council held a discussion on working together with other taxing bodies to potentially jointly bid the project to save money, but an agreement was never reached.
Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-109 Resolution Authorizing the Execution of an Agreement for the Natural Gas Supply for the City of Decatur Accounts, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no other New Business, Mayor Moore Wolfe called for Consent Calendar Items A. through H. and asked if any Council member wished to have an item removed from the Consent Agenda Calendar. Councilman Kuhle requested removing Item A. from the Consent Agenda Calendar. The Clerk read Items B. through H.

Councilwoman Gregory moved Items B. through H. be approved by Omnibus Vote; seconded by Councilman Kuhle and on call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
2021-35 Ordinance Amending City Code Chapter 73 - Offenses, Section 38 - Protective Face Coverings Required and Section 39 - Penalty, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.
Council held a brief discussion regarding Phase 5 of Pritzker’s Executive Order which is scheduled to take effect on June 11, 2021.
Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no other New Business, Mayor Moore Wolfe called for Other Business.
Council thanked Congressman Rodney Davis for his efforts in trying to narrow down the application process for CARES funding. Glen Livingston was recognized for his long-standing commitment to the City Plan Commission and the DCDF board.
With no Other Business, Mayor Moore Wolfe called for Recess to Closed Executive Session at 6:22 p.m. under Open Meetings Act Section 2(c)(2) for the purpose of discussing collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.
Councilwoman Gregory moved to Recess to Closed Executive session, seconded by Councilman Kuhle.
Upon call of the roll, Council members Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Council returned to the regular City Council meeting at 7:50 p.m. following Closed Executive Session. Councilwoman Gregory moved the regular meeting be adjourned; seconded by Councilman Kuhle. All were in favor by voicing no objections.
