Dewitt County Road and Bridge Committee Met June 16.

MEMBERS PRESENT: Travis Houser - Committee Chairman, Jay Wickenhauser, Nate Ennis, Jamie Prestegaard, Melonie Tilley

OTHERS PRESENT: Mark Mathon – County Engineer, Me

SUMMARY OF DISCUSSION:

Chairman Houser called the meeting to order at 5:30 p.m.

Motion by Ennis, seconded by Tilley, to approve minutes of May 12, 2021 Road & Bridge Meeting. Unanimous.

Motion by Wickenhauser, seconded by Prestegaard, to forward bills to Full Board for payment of bills. Unanimous.

Several members of the public were present, and there were no public comments made.

Mathon presented a quote from Varsity Striping & Construction Co. for Paint Pavement Marking. Mathon explained that striping work is typically in the bid from the sealcoat contractor on the MFT General Maintenance bids, but it was not included by the contractor. The solicited quote from Varsity is $0.14/lineal foot, which is within the typical unit price range of $0.128- $0.15/lineal foot that has been received in the past. Motion by Tilley, seconded by Wickenhauser, to recommend to the full board the approval of the Paint Pavement Marking Quote of $21,609.00 from Varsity Striping & Construction Co. Unanimous.

Mathon presented the resolution setting the County Engineer Salary that also allows the County MFT Fund to be reimbursed for half of the County Engineer’s salary with federal funds. Mathon explained the County Engineer’s Salary Program to the committee, and shared that the salary was reflective of the 2% non-union salaried employee raise instituted by the Board at the start of the fiscal year. Motion by Tilley, seconded by Ennis, to recommend to the full board to approve the Resolution for Salary and Expenses of DeWitt County Engineer, Section 21-00000-00-CS & 21-CS039-00-AC. Unanimous.

Mathon updated the committee on several topics.

• The department is reviewing applications for the Highway Maintainer position and expects to have a new hire by the end of June.

• Weekly conference calls for updates and discussion of wind farm road construction are continuing. Mathon gave a summary of the Notices of Violation that had been issued to the wind farm for off-route traffic, which included 6 violations issued in 3 batches. Most issues are a result of delivery drivers cutting over from IL54 to IL10 and the laydown yard. Mathon indicated he had a conversation the day before with the Enel Project Execution Manager regarding the submission through the comment portal of 11 violations on Tabor Rd between US51 and Angus Rd. The self-reported violations will be processed for assessment of fines. Further discussion was had regarding the plan of day information, remaining public road construction schedule, and project traffic.

Motion by Ennis, seconded by Tilley , to adjourn at 6:00 p.m.

Motion by Wickenhauser, seconded by Prestegaard, to forward bills to Full Board for payment of bills. Unanimous.

COMMITTEE RECOMMENDATION TO THE COUNTY BOARD:

Motion by Tilley, seconded by Wickenhauser, to recommend to the full board the approval of the Paint Pavement Marking Quote of $21,609.00 from Varsity Striping & Construction Co. Unanimous.

Motion by Tilley, seconded by Ennis, to recommend to the full board to approve the Resolution for Salary and Expenses of DeWitt County Engineer, Section 21-00000-00-CS & 21-CS039-00- AC. Unanimous.
