City of Decatur City Council Met April 12.

Here is the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Study Session at 5:30 p.m., in the Decatur Civic Center Theater, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Pat McDaniel. Councilman Chuck Kuhle was absent. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for a Study Session on the following topic: Quarterly Financial Review.

City Manager Wrighton spoke on three financial planning topics: status of first quarter revenues/expenditures and trends, recycling costs, and proposed uses of CURE reimbursements.

Finance Director Gregg Zientara answered questions from Council relating to Avazar researching a number of tax revenue streams.

Council held a discussion on garbage and refuse removal, rising costs of recycling and a potential residential monthly recycling fee increase to absorb the rising costs of recycling.

Council discussed proposed uses of the remaining $2.2 million CURE reimbursements. The consensus of Council agreed that the remaining CURE reimbursements should go towards replenishing the General Fund reserves, demolition/acquisition and other capital expenses.

Council held a discussion on proposed uses of the $17 million in federal funds that the city is expected to receive in 2021 from the American Rescue Plan.

The consensus of Council agreed that the allotment should go towards water and sewer projects and improving the city’s broadband infrastructure.

With no other discussion, Mayor Moore Wolfe called for adjournment.

Upon call of the roll, Council members Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Pat McDaniel and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Julie Moore Wolfe declared the City Council Study Session adjourned at 7:01 pm.
