City of Sullivan City Council met June 28.
Here are the minutes provided by the council:
1. The City Council of the City of Sullivan, Illinois, met in regular session at 6: 00 p. m. at The Little Theatre On The Square, 16 E. Harrison Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Dave McCabe, Moultrie County Board Chairman, addressed the Council to request TIF funds to complete roof repairs on the Moultrie County Courthouse. The County accepted a bid in the amount of $239, 530 from Industrial Services. The County is requesting $ 200, 000 from the City for these repairs.
3. There were no comments from the public. City Administrator Dan Flannell stated that there had been numerous complaints about the water issues within the last few days, he sent an email to all Council members and wanted to make sure they were aware of the issue.
4. Mayor Glazebrook read the items on the consent agenda:
• Approval of the minutes of the regular meeting held June 14, 2021
• Approval of claims except those in TIF funds
• Approval of Treasurer' s report for May 2021
A motion was made by Commissioner Booker and seconded by Commissioner Woodworth to approve the consent agenda. Upon a roll call being taken, the results were as follows:

5. A motion was made by Commissioner Sherwood and seconded by Commissioner Woodworth to approve the TIF claims. Upon a roll call being taken, the results were as follows:

6. Commissioner Sherwood reported that a tree fell into Wyman Lake during a recent storm. She thanked the departments that helped with the clean-up. The Park Department is busy getting prepared for the Fourth of July festivities. Many activities will be taking place throughout the park and by the American Legion. She encouraged citizens to access Facebook for event information. The Civic Center will be closed this week while the carnival is in town. She requested that Council members reach out to Treasurer Golden ifthey have any questions or concerns regarding the preliminary working budget she had provided. Commissioner Sherwood stated that the walking paths in Tabor Park will be graded and new rock applied after the Fourth of July.
7. Commissioner Fowler attended a meeting with Distribution Foreman Kaleb Martin and Mayor Glazebrook. Big D Electric has been working with the Distribution Crew since June 14th. The contractors are helping with distribution system maintenance. He stated that contracting with an outside source is hard on the budget and unsustainable without raising electric rates. The line crew will start placing equipment in road easements to provide easier access. Commissioner Fowler noted that there were no call - outs over the weekend due to the weather, stating that this shows that the City is building a very reliable system.
8. Commissioner Woodworth reported that the City has been receiving several complaints about the drinking water. He stated that the water is safe to drink, as it has been tested and passed. The water is tested several times a day at the water plant to monitor the required chlorine dosage. Discoloration of the water was noticed after hydrants were flushed last month. The duration offlush times per hydrant was then increased, which seemed to help. More samples were taken last week and are on an expedited list for processing. Once the results are received, the necessary changes will be made. Commissioner Woodworth is working to correct the issue as soon as possible.
9. Commissioner Booker reported that Corey Avenue is being prepped for oiling. The sidewalk on the corner of Worth St. and Jackson Street has been replaced. Trees trimming was completed on the south end of town to prepare for oiling. One hundred feet ofthe will be installed for the Eastview drainage project, replacing the existing tile. Commissioner Booker explained that he would like to install concrete alleys behind the dance studio, G3, and QNS. Bids will need to be obtained to move forward with this project.
10. Mayor Glazebrook reported that the gas department has been checking meters for leaks. There have been a few leaks detected at this time. The leaks will be repaired after the survey is completed. The Cemetery crew has been working on the area around the pavilion and weeding the red sidewalks. The Mayor encouraged citizens to enroll in Code Red. He also stated that City- wide clean- up will take place July 17th and 24th.
11. City Administrator Dan Flannell reported that the City did not experience any outages during the recent storms, crediting that to the upkeep of the City' s electrical infrastructure. Bids for the fuel tank replacement project for the Electric Department are
due on July 7`h. There will be a meeting with the IMEA regarding the gas contract. This contract allows the City and citizens to avoid the price increases that many communities have experienced over the previous months. The closing for purchase of the real estate located at 111 W. Water was completed last week. The building will be used for file storage, training and meeting space. He has received emails from citizens asking when the City might host another electronic recycling project.
12. A motion was made by Mayor Glazebrook and seconded by Commissioner Booker that the Council adopt amended Ordinance No. 21- 4 Correcting the Vacation of the Alley in Block One of the Stocks and Monroe Addition. Upon a roll call being taken, the results were as follows:

13. A motion was made by Mayor Glazebrook and seconded by Commissioner Sherwood that the previously adopted moratorium on the issuance of Class A & E liquor licenses be extended to July 31, 2022. Upon a roll call being taken, the results were as follows:

14. Mayor Glazebrook stated that that the City Attorney will present a City Investment Policy for the Titus Funds at the July 12, 2021, City Council Meeting. They are looking at increasing the revenue from the Titus funds. Last year the City received
16, 000 in revenue from these accounts. He stated that he or the City Attorney, Andrew Bequette, could be contacted if there were any questions. Commissioner Sherwood would like Treasurer Golden to be involved in the discussion of the policy.
15. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to adjourn into closed session at 6: 41 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body ( 5 ILCS 120/ 2( c)( 1)) and to discuss minutes of meetings lawfully closed. Upon a roll call being taken, the results were as follows:
