Dewitt County Board met Aug. 19.

Here are the minutes provided by the board:

Meeting was called to order at 6:00pm by Chairman Ferguson.

Roll was answered by, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews, Myers, Newberg, Prestigaard.

Absent: Pruser, Ennis.

Betsy Shifflet spoke to the board for Don Waddell that the board should stand their ground with the Wind company. In his opinion it will take 20 minutes to shut down the turbines.

Joe Riley spoke to the board on behalf of many unions in the area. People are getting sent home from the project due to the board’s actions.

Josh Olson spoke to the board on issues with him selling his boat lift. He feels he does not have to sell it to the Marina caretaker.

Olivia Klemm spoke to the board Please don’t sell out to money and greed. Don’t back down and make the wind farm prove they can shut down the turbines quickly in weather situations.

Lance Reece spoke to the board and feels this board should put all agendas aside and vote on the issues tonight.

Motion by Tilley second by Kaymmeyer to approve July Minutes. Aye: Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews, Myers, Newberg, Prestigaard. Motion Carried.

Motion by Ferguson second by Newberg to approve Proposal for EMA from Watts Copy Systems.

Motion by Matthews second by Carter to table motioln for Watts Copy Systems. Aye: Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews, Myers, Newberg, Prestigaard. Motion Carried.

Motion by Newberg second by Wickenhauser to approve zero turn mower for $8,882.47. Aye: Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews, Myers, Newberg, Prestigaard. Motion Carried.

Motion by Houser second by Prestigaard to approve the contract with HLR Inc. for Section 20-00044-04- BR. In the amount of $200,946.00. Aye: Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews, Myers, Newberg, Prestigaard. Motion Carried.

Motion by Houser second by Tilley to approve the contract with WHKS & Co. for Section 16-161144-00- BR. In the amount of $79,777.00. Aye: Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews, Myers, Newberg, Prestigaard. Motion Carried.

Motion by Houser second by Tilley to approve the contract with WHKS & Co. for Section 14-13112-00-BR in the amount of $127,249.00. Aye: Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews, Myers, Newberg, Prestigaard. Motion Carried.

Motion by Tilley second by Matthews to pay all bills. Aye: Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews, Myers, Newberg, Prestigaard. Motion Carried.

Motion by Tilley second by Newberg to approve changing banks in the Circuit Clerk’s Office. Aye: Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews, Myers, Newberg, Prestigaard. Motion Carried.

Motion by Tilley second by Newberg to approve contract with Bellwether to assist with management of recovery funds. Aye: Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews, Myers, Newberg, Prestigaard. Motion Carried.

Motion by Tilley second by Houser to contract with Soil and Water to perform zoning inspections. Aye: Tilley, Wickenhauser, Ferguson, Houser, Kaymmeyer, Matthews, Myers. Nay: Carter, Newberg, Prestigaard. Motion Carried.

Motion by Tilley second by Carter to support extension of TIF 2 Farmer City. Aye: Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews, Myers, Newberg, Prestigaard. Motion Carried.

Motion by Ferguson second by Newberg, to find requirements of Condition 1 (Curtailment) of the special user permit granted to Alta Farms II are currently met and authorization to allow Zoning Administrator to issue building permits. Aye: Wickenhauser, Ferguson, Kaymmeyer, Matthe4ws, Newberg. Nay: Tilley, Carter, Myers, Prestigaard. Abstain: Houser. Motion Failed.

Motion by Tilley second by Prestigaard to adjourn at 7:34pm. With all in favor.
