City of Decatur City Council met Oct. 18.

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the City Council Chambers, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle and Lisa Gregory. Mayor Moore Wolfe declared a quorum present.
City Manager Scot Wrighton attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Jim Taylor, Sandra Lindberg and Abeer Motan.
With no other Appearance of Citizens, Council responded to citizens’ comments. Mayor Moore Wolfe called for Approval of the Minutes.
The minutes of the October 4, 2021, Regular City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no Unfinished Business, Mayor Moore Wolfe called for New Business.
City Manager Wrighton presented the Treasurer’s Financial Report and answered questions from Council regarding the public safety budget.
R2021-190 Resolution Authorizing Accepting the 2021-2022 Step Grant Awarded to the Decatur Police Department by the Illinois Department of Transportation, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Interim Police Chief Shane Brandel gave a brief overview of the Resolution and answered questions from Council regarding uses for the grant.
Upon call of the roll, Council members Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-191 Resolution Authorizing Installation of Eighteen (18) Opticom GPS Intersection Radio Units and Accessories from Traffic Control Corporation for Emergency Vehicle Preemption Systems, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Interim Police Chief Shane Brandel gave a brief overview of the Resolution.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-192 Resolution Authorizing Sponsored Research Agreement with the Board of Trustees of the University of Illinois for Hydrologic, Sediment and Nutrient Monitoring Upper Sangamon River Watershed, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Public Works Director Matt Newell gave a brief overview of the Resolution and answered questions from Council regarding the availability of the results from the first year.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-193 Resolution Authorizing Crop Share Lease with Steve Bell for Exterior of the Oakley Sediment Basin, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave a brief overview of the following two farm lease Resolutions.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-194 Resolution Authorizing Cash Rent Farm Lease with Craig Hill for Dewitt County Water Wellfield, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton answered questions from Council regarding whether alternate uses for the land have been explored.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe called for Consent Calendar Items A. through C. and asked if any Council wished to remove an item from the Consent Agenda. No Council member wished to remove an item from the Consent Calendar. The Clerk read items A. through C.:

Councilwoman Gregory moved Items A. through C. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no other New Business, Mayor Moore Wolfe called for Other Business.
Council held a discussion regarding the decision by Council in 2019 to opt out of allowing recreational sales of cannabis and whether to bring this item back for a vote at an upcoming Council meeting. The consensus of Council indicated that they did not want to bring this item back to Council for consideration.
Councilwoman Gregory moved the Council meeting be adjourned; seconded by Councilman Kuhle and on call of the roll, Council members Bill Faber, Ed Culp, Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe declared the regular Council meeting adjourned at 6:25 p.m.
