City of Decatur City Council met Aug. 16.

Here are the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the City Council Chambers, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Bill Faber, Ed Culp, Lisa Gregory and David Horn. Councilman Chuck Kuhle was absent. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Allan Max Axelrod, Reed Sutman, Becky Otto, Abeer Motan, Regan Deering, Marc Girdler, Sandra Lindberg and Karl Coleman.

With no other Appearance of Citizens, Council responded to citizens’ comments. Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the August 2, 2021, Regular City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Culp and on call of the roll, Council members Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for New Business.

City Manager Wrighton presented the Treasurer’s Financial Report.

Ms. Hope Wheeler, Partner with CliftonLarsonAllen, LLP, presented information concerning the audit of the financial statements of the City of Decatur for the year ending December 31, 2020, and answered questions from Council regarding the city’s debt burden.

R2021-147 Resolution Authorizing Professional Service Agreement with CliftonLarsonAllen, LLP for Auditing Services and Non-Audit Advisory Services, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

City Manager Wrighton gave an overview of the Resolution.

Councilman Faber exited the Council Chambers at 6:18 p.m.

Upon call of the roll, Council members Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Councilman Faber was absent. Mayor Moore Wolfe declared the motion carried.

R2021-148 Resolution to Approve Professional Services Agreement with ADS Environmental Services to Perform the Water Distribution Leak Detection Survey Project, City Project 2021-39, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

Public Works Director Matt Newell gave an overview of the Resolution.

Upon call of the roll, Council members Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Councilman Bill Faber was absent. Mayor Moore Wolfe declared the motion carried.

R2021-149 Resolution Accepting the Texas BuyBoard Purchasing Contract Holder Price from TYMCO Inc. for the Purchase of Two (2) Street Sweepers, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

Councilman Faber returned to the Council Chambers at 6:19 p.m.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-150 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Insituform Technologies USA, LLC for 2021 Trenchless Long Lining Repairs City Project 2021-28, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-151 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Entler Excavating Co., Inc. for 2021 CDBG Sidewalk Improvement Project City Project 2021-21, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

Public Works Director Matt Newell gave an overview of the Resolution.

Upon call of the roll, Council members Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2021-44 Ordinance Granting Conditional Use Permit Construction of a Government Building (Fire Station) at 3530 and 3550 East Chestnut Avenue, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Horn.

City Manager Wrighton gave an overview of the Ordinance.

Upon call of the roll, Council members Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-152 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Felmley-Dickerson Co. for Construction of a New Fire Station #7, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

City Manager Wrighton gave an overview of the Resolution.

Fire Chief Jeff Abbott answered questions from Council regarding response times.

Upon call of the roll, Council members Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-153 Resolution Authorizing Submittal of the Application dated August 20, 2021 for Public Transportation Capital Assistance Grant under the IDOT'S General Authority to make such Grants, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

Deputy City Manager Jon Kindseth gave an overview of the Resolution and answered questions from Council regarding the grant.

Upon call of the roll, Council members Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-154 Resolution Authorizing a Right-of-Way Use Agreement with Sifi Networks Decatur LLC for Installing Broadband Services in Areas of Decatur not Serviced by the City, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

City Manager Wrighton gave an overview of the Resolution.

Council held a brief discussion about postponing the vote until citizen input was received.

Councilman Faber made a motion to table the item until the next City Council meeting; seconded by Councilman Horn.

Upon call of the roll, Council members Bill Faber and David Horn voted aye. Council members Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted nay. Mayor Moore Wolfe declared the motion failed.

IT Director Jim Edwards answered questions from Council regarding ISP services.

Upon call of the roll on the original motion, Council members David Horn, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Council member Bill Faber voted nay. Mayor Moore Wolfe declared the motion carried.

R2021-155 Resolution Authorizing the Execution of an Agreement with Parkland Environmental Group, Inc. for the Demolition of Vacant Building at 1408 N. Monroe, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

Economic and Planning Director Cordaryl “Pat” Patrick gave an overview of the Resolution.

Upon call of the roll, Council members Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-156 Resolution Authorizing City of Decatur to Enter into Purchase Agreement for Purchase of Two (2) Pierce Fire Apparatus and Agreement for Debt Financing of Apparatus, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

Fire Chief Jeff Abbott gave an overview of the Resolution.

Upon call of the roll, Council members Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-157 Resolution Authorizing Agreements with U.S. Department of Housing and Urban Development (HUD) for CDBG & Home FY2021 Grant Funds, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Horn.

City Manager Wrighton gave an overview of the Resolution.

Ms. Richelle Irons, Assistant Director of Economic and Community Development, answered questions from Council regarding use of CDBG and Home funds.

Upon call of the roll, Council members Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Consent Calendar Items A. through G. and asked if any Council member wished to have an item removed from the Consent Calendar. No Council member wished to remove an item from the Consent Calendar. The Clerk read items A. through G.:

Councilwoman Gregory moved Items A. through G. be approved by Omnibus Vote; seconded by Councilman Horn and on call of the roll, Council members Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Councilman Faber abstained from the vote. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

The Decatur Police Department was recognized for their DUI enforcement efforts. A brief discussion ensued about exploring a penny-per-play tax on video gaming terminals.

Councilwoman Gregory moved the City Council meeting be adjourned; seconded by Councilman Horn. Upon call of the roll, Council members Bill Faber, Ed Culp, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the City Council meeting adjourned at 7:21 p.m.
