City of Decatur City Council met Sept. 7.

Here are the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Civic Center Theater, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber and Ed Culp. Mayor Moore Wolfe declared a quorum present.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mr. Dennis R. Cooper was sworn in to the office of City Councilman.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Cameron Williams and Abeer Motan.

With no other Appearance of Citizens, Council responded to citizens’ comments. Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the August 9, 2021, Special City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

The minutes of the August 16, 2021, Regular City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no Unfinished Business, Mayor Moore Wolfe called for New Business.

R2021-164 Resolution Authorizing the City Manager to Execute Collective Bargaining Agreement Pay and Benefits for Decatur Police Benevolent and Protective Association Labor Committee, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave a brief overview of the Resolution.

Council held a discussion regarding residency requirements.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-165 Resolution Authorizing American Rescue Plan Funds to Children's Museum of Illinois, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave a brief overview of the Resolution and answered questions from Council regarding the process for applying for ARP funds.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-166 Resolution Authorizing Action Regarding Unsafe Structures, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Economic and Community Development Director Cordaryl “Pat” Patrick gave a brief overview of the Resolution and answered questions from Council regarding recycling of demolition materials.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2021-46 Ordinance Amending City Code Chapter 54.1-Video Gaming License, Sections 1, 8, 9, 10, 11, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave a brief overview of the Ordinance and answered questions from Council regarding revenue projections.

Assistant Corporation Counsel Amy Waks answered questions from Council regarding the process for collecting the taxes.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Councilman Dennis Cooper voted nay. Mayor Moore Wolfe declared the motion carried.

2021-47 Ordinance Amending City Code Chapter 54-Amusement Devices, Section 1- License, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-167 Resolution Approving Appointment - City Plan Commission, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Council held a discussion concerning COVID vaccinations, surge in COVID cases, mask enforcement and the upcoming 20th anniversary of the September 11 attacks.

Councilwoman Gregory moved the Council meeting be adjourned; seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the regular Council meeting adjourned at 6:39 p.m.
