City of Decatur City Council met Sept. 20.

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the City Council Chambers, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp and Lisa Gregory. Councilman Dennis Cooper was absent. Mayor Moore Wolfe declared a quorum present.
City Manager Scot Wrighton attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Marc Girdler and Abeer Motan.
Mayor Moore Wolfe called for Approval of the Minutes.
The minutes of the August 30, 2021, Regular City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
The minutes of the September 7, 2021, Regular City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no Unfinished Business, Mayor Moore Wolfe called for New Business.
City Manager Wrighton presented the Treasurer’s Financial Report and answered questions from Council regarding the report. Finance Director Gregg Zientara answered questions from Council regarding the upcoming budget.
R2021-168 Resolution Authorizing Property and Liability Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2021 to October 1, 2022, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave a brief overview of the Resolution and answered questions from Council regarding Property and Liability Insurance Coverage.

R2021-169 Resolution Authorizing Excess Property Insurance Coverage for the Period October 1, 2021 to October 1, 2022, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-170 Resolution Authorizing Excess Liability Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2021 to October 1, 2022, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2021-171 Resolution Authorizing Additional Excess Liability Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2021 to October 1, 2022, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2021-172 Resolution Authorizing Auto Physical Damage Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2021 to October 1, 2022, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Councilman Bill Faber exited the Council Chambers at 5:55 p.m.
R2021-173 Resolution Authorizing Cyber Liability Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2021 to October 1, 2022, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Councilman Bill Faber returned to the Council Chambers at 6:00 p.m.
R2021-174 Resolution Authorizing Crisis Protection Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2021 to October 1, 2022, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-175 Resolution Authorizing Excess Workers Compensation Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2021 to October 1, 2022, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Upon call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
City Manager Wrighton held a discussion on the property tax levy and answered questions from Council.
Motion Adopting City Council Policies - Purchase of Property, was presented. Councilwoman Gregory moved the Motion do pass, seconded by Councilman Kuhle.

R2021-176 Resolution Authorizing the Purchase of Peristaltic Pump from Vandevanter Engineering Co. for South Water Treatment Plant, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Director of Public Works Matt Newell gave an overview on the Resolution.

Project City Project 2009-33 Section 09-00933-01-BR, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2021-178 Resolution to Appropriate Motor Fuel Tax Funds to Pay for Preliminary Engineering Services with the Norfolk Southern Railway Company to Improve the Brush College over Faries Parkway Grade Separation by Municipality under the Illinois Highway Code City Project 2009-33 Section 09-00933-01-BR, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

2021-48 Ordinance Rezoning Property from R-5 Two Family Residence District to R-3 Single Family Residence District - South Portion of 1676 North Union Street, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.
Assistant Director of ECD/Planning Greg Crowe gave an overview of the Ordinance.

Councilwoman Gregory moved Items B. through D. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2021-179 Resolution Repealing Resolution R2016-49 Regarding Residency within the Corporate Limits of the City of Decatur for Individuals Employed by the Municipal Corporation, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Council held a discussion regarding residency requirements within the corporate limits of Decatur.

With no other New Business, Mayor Moore Wolfe called for Other Business.
Councilwoman Gregory thanked Public Works Director Matt Newell and his crew for picking up a mattress that was dropped off on the street and for contacting Ameren to repair wires.
Councilman Horn voiced his concern regarding a COVID-19 surge in Macon County.
Councilwoman Gregory moved the Council meeting be adjourned; seconded by Councilman Kuhle and on call of the roll, Council members David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
