City of Clinton City Council met Nov. 1.
Here are the minutes provided by the council:
Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Ballenger, Edmunds, Buchanan, and Wise were present.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of October 18, 2021 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”
PETITIONS AND COMMUNICATIONS
Kelby McMath addressed the Council regarding his 8th grade Social Studies class at the Jr. High has been doing research on a Veteran at the Clinton Cemetery and they have cleaned a lot of the gravestones. He stated that last year he had 130 students and this year he has had 120 students participating. Commissioner Ballenger thanked him for doing this service.
REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Cyrulik had no report.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported this is the last month for brush pick up as it will be suspended the months of December, January, and February unless there is a storm. The part-time help has not started yet but when the leaves start falling, they will start so when you have leaves get them to the edge of the road and the Leaf Vac will get them. He also stated the Center St. Project should be finished shortly.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported that infrastructure is an ongoing saga. Route 51 South that goes into Evans & Stone had four leaks last week and it is an inconvenience on the people who live in that addition so this spring they will work on replacing the pipe and put in new pipe. He also stated that after the last Council meeting, he heard things on the street that bothered him, and he would like to bring it out in the public. The Fire Dept. purchased a boat that they can use. Just to clarify Commissioner Ballenger explained they need a boat for the Clinton Lake. The Volunteers used their 2% money, so they bid on it and got it and he went down south to pick it up. People in town don’t ask questions. Commissioner Ballenger went and got the boat (370 miles round trip) and filled up his personal vehicle (27 gallons of gas) at the City’s gas pump. If someone has an issue, please come to City Hall, and ask questions. Commissioner Wise thanked Commissioner Ballenger for going and picking up the boat.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported the Fire Dept. has been pretty active with fires and thanked all the surrounding towns for working together.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds had no report.
UNFINISHED BUSINESS
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to adopt Ordinance #1538, An Ordinance Authorizing the Execution of the RMA Minimum/Maximum Contribution Agreement in the amount of $221,454.42. On roll call vote, Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

ADJOURNMENT
With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”
