City of Decatur City Council met Dec. 6.

Here are the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the City Council Chambers, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp and Dennis Cooper. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Bruce Bullamore, Emma Link, Abeer Motan and Roger Sloan.

Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the November 8, 2021, City Council Study Session were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

The minutes of the November 15, 2021, City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

The minutes of the November 17, 2021, City Council Study Session were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no Unfinished Business, Mayor Moore Wolfe called for New Business.

Mayor Moore Wolfe declared a Public Hearing open at 5:44 p.m. in the matter of the 2022 Budget.

Council provided comments regarding the 2022 Budget.

Mayor Moore Wolfe declared the Public Hearing closed at 5:49 p.m.

2021-51 Ordinance Adopting the Fiscal Year 2022 Budget and Appropriating Monies for the Purpose of Defraying the Expenses of Departments and Funds of the City of Decatur, Illinois for the Fiscal Year Beginning January 1, 2022 and Ending December 31, 2022, Including Outstanding Claims and Obligations, and Fixing a Time When the Same Shall Take Effect, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Ordinance.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-218 Resolution Approving a Local Public Agency Engineering Services Agreement with AECOM Technical Services, Inc., for the Brush College/Faries Parkway Grade Separation Project City Project 2009-33 Section 09-00933-01-BR, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-219 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Kinney Contractors, Inc. for the Replacement of the Meadowlark Bridge over the Caterpillar Ditch, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-220 Resolution Authorizing an Agreement with Tele Scan, Inc. for the Annual Sewer Inspection Program City Project 2022-19, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-221 Resolution Authorizing Laboratory Professional Services Agreement with PDC Laboratories, Inc., was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Water Production Manager Keith Alexander gave an overview of the Resolution.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2021-222 Resolution Authorizing a Memorandum of Understanding between the Decatur Park District, G&H Marine, Inc. and the City of Decatur for Additional Docks, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Council held a discussion regarding the demand for docks, lack of a marina operator and relocating Naut Rite Boat Club back to their original location.

Mr. Clay Gerhard, Executive Director of the Decatur Park District compared boat dock fees in Decatur with surrounding communities.

Councilman Faber exited the Council Chambers at 6:27 p.m. and returned at 6:30 p.m.

Ms. Stephanie McGlade and Mr. Frank Beck, members of the Naut Rite Boat Club voiced their support over moving the Naut Rite Boat Club back to their original location.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Calendar Items A. through I. and asked if any Council wished to remove an item from the Consent Agenda. No Council member wished to remove an item from the Consent Agenda. The Clerk read items A. through I.:

Councilwoman Gregory moved Items A. through I. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Council continued their discussion concerning the possible relocation of the Naut Rite Boat Club back to their original location south of the break water, near Chandler Park. The consensus of Council was that the club be allowed to make this move, but that this would be a single exception only, that it would not become a new precedent for other dock relocations, and this exception would be allowed with the stipulations that the club cannot increase its membership, and they must abide by current city codes and standards for dock construction. In addition, Naut Rite Boat Club can be asked to relocate again at any time, as city needs may require in the future.

With no Other Business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the Council meeting be adjourned; seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the regular Council meeting adjourned at 7:01 p.m.
