City of Decatur City Council met Nov. 17.

Here are the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Study Session at 5:30 p.m., in the City Council Chambers, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber and Ed Culp. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for a continuation of the Study Session from November 8th, 2021 regarding the 2022 proposed budget.

City Manager Wrighton and Council held a discussion regarding the allocation of the American Rescue Plan (ARP) funds.

Ms. Richelle Irons, Assistant Director of Economic and Community Development gave an overview of the Community Development funds.

Mr. Cordaryl “Pat” Patrick, Director of Economic and Community Development answered questions from Council regarding staffing levels and citizen engagement.

Mr. Matt Newell, Public Works Director spoke about storm sewer operations and answered questions from Council about funding levels.

Mr. Keith Alexander, Water Production Manager answered questions from Council concerning the condition of the boat ramps and docks.

Mr. Randy Miller, Water Services Manager discussed minimizing water loss. Councilman Faber exited the Council Chambers at 7:08 p.m.

City Manager Wrighton moved to Capital Project funds, Risk Management and Employee Benefit funds.

Councilman Faber returned to the Council Chambers at 7:11 p.m.

Mr. Gregg Zientara, Finance Director discussed health insurance costs.

City Manager Wrighton continued with bonds, special projects, autonomous funds and other miscellaneous funds.

With the conclusion of the Study Session, Mayor Moore Wolfe called for Appearance of Citizens.

The following citizen provided comments to the Council: Abeer Motan.

With no other Appearance of Citizens, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the Council meeting be adjourned; seconded by Councilman Kuhle and on call of the roll, Council members Dennis Cooper, Lisa Gregory, David Horn, Chuck Kuhle, Bill Faber, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the City Council Study Session adjourned at 7:25 p.m.
