City of Clinton City Council met Dec. 20.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds, and Buchanan were present.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the Public Hearing Annual Levy and the minutes of the regular meeting of December 6, 2021 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik reported with the virus back in the news he asked Paul Skowron, CEO of the Warner Hospital & Health Services to address the Council and he stated it has been challenging with patient volume with the COVID Delta virus and they have had twice the amount of patients come through the ER and called 32 hospitals to find a bed for a patient and finally found 1 bed in Kentucky and they have had a couple more since that one. All the hospitals are full. It is becoming increasingly difficult, and he is no longer offering overtime because the staff is exhausted.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the department is out picking up brush from the storm so if you have some place it at the edge of the road so they can get it picked up. He wished everyone Happy Holidays and Merry Christmas.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the department is working on equipment at the Plant and has some of it corrected, but is working on a 480-volt motor in the silo. He wished everyone a wonderful Christmas and a Happy New Year.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger had no report.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the transfer of cemetery spaces from Tammala Hoffman to Mark & Jennifer Tarbox in Mausoleum Park Section A Lot 20 sp. 3 & 4 in the amount of $100.00. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported Sales Tax had a huge increase ($20,000.00) over this time last year all due to internet sales. He wished everyone a Merry Christmas and a Happy New Year.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve Resolution 2021-16, Resolution Authorizing Execution of Contract Between the City of Clinton and The Policemen’s Benevolent Labor Committee, Inc. On roll call vote, Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to approve the Purchase of a New Server and Cyber Security Upgrades for City Hall from JANO Technologies, Inc. in the amount of $31,873.19. On roll call vote, Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.” The City Treasurer, Clint Lichtenwalter updated the Council on this upgrade.

Commissioner Wise asked the City Treasurer, Clint Lichtenwalter to update the Council on the printer that prints the water bills that needs replaced so they are looking at outsourcing the bills. He is getting quotes and will update the Council when it has been decided on.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Mayor Cyrulik to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”
