City of Clinton City Council met March 8

City of Clinton City Council met March 8.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds, and Buchanan were present.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of March 7, 2022 and the special meeting of March 15, 2022 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes.”

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik reported that he talked with K n K Graphics about the Welcome to Clinton Signs, and he will give us a quote to redo them. He also stated the Pavilion at Woodard Park needs painted and Commissioner Ballenger stated he would look into it.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to reappoint Brandon Robinson to the Fire Pension Board – said term to expire April 1, 2024. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported brush pick-up started this week and reminded the citizens that leaves, and yard waste need to be in the brown paper lawn bags and the City will pick them up. He also thanked Chief Lowers for posting on Facebook about cleaning up the city.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the department has had a few leaks and they are working on the mapping system for the valves and manholes as time and weather permits and they are also working with Engineers on the computer system that runs the automated part of the plant and keeping the system at the Water Plant updated.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported the Business Expo will be held Thursday, March 24th at the High School and both the Fire & Police Departments will have booths set up. He asked Police Chief Lowers how the golf carts are going, and he responded that the golf cart reinstatements and the new ones has been very positive. We have had about thirty registered. There have not been any major issues. He has had a request about side-by sides and utility vehicles, and it is still his recommendation to stay just with golf carts. Commissioner Ballenger has been asked about extending the hours. Chief Lowers is concerned about that, but it would be the Council’s decision. Commissioner Ballenger asked the Council to think about extending the hours. Chief Lowers stated the State of Illinois does not allow golf carts on their roads, so he stands behind that, but it is certainly the Council’s decision.

Police Chief Lowers also commented on his Facebook page that Code Enforcement will ramp up its enforcement of cleaning up properties.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported that the Sales Tax increased $31,000.00 over this time last year and it is due to internet sales.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve Resolution 2022-5, A Resolution Granting Chief of Police Retirement Health Benefits. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik vote “Yes.”

NEW BUSINESS

On File – 2022 MFT Summer Maintenance – $100,000.00

The Mayor placed On File – Facade Grant Renovation Agreement – 122 N. Center St. – $5,885.00 (City’s share)

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to hold a closed session for Approval of Closed Session Minutes and Employment of Employee. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

Commissioner Wise would like to talk to Commissioner Edmunds and see if he wants to change the night Council meets to either Tuesday or Thursday so he can be present at the meetings. Steve Myers, City Attorney said the Ordinance would just have to be amended if they want to change meeting nights.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Wise and seconded by Commissioner Ballenger to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Mayor Cyrulik voted “Yes.”
