Dewitt County Board met Feb. 22.

Here are the minutes provided by the board:

Meeting was called to order at 6:00pm by Chairman Ferguson.

Roll call was answered by: Myers, Newberg, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews.

Rick Harnish with NextLink spoke to the board on broadband coming to DeWitt County. NextLink would like for DeWitt County to put 2million dollars into the project using arpa funds. This is for internet for the underserved in the county. They are coming to the county even if the county does not put any money into the project. They are already leasing towers in the county.

Steve Schaffer spoke to the board asking when the applications for arpa money will be available.

Motion by Ferguson second by Tilley to Re-appoint Sandra Schlosser as Supervisor of Assessments with term to end May 2026. Aye: Myers, Newberg, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Motion carried.

Motion by Ferguson second by Newberg to appoint Ted Lowers to the 708 Board with term set to expire 12/31/2022. Aye: Myers, Newberg, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Motion carried.

Motion by Ferguson second by Newberg to appoint Mike Bennett to the 708 Board with term set to expire 12/31/2025. Aye: Myers, Newberg, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Motion carried.

Motion by Tilley second by Kaymmeyer to approve minutes for January 2022. Aye: Myers, Newberg, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Abstain Prestigaard. Motion carried.

Motion by Matthews second by Houser to rescind the following motion approved 9-23-2021 “Move forward with the sale of the 75 acres across from the marina including restriction from Exelon”. Aye: Myers, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Abstain Newberg. Motion carried.

Motion by Matthews second by Kaymmeyer to approve the amended Declaration of Use restrictions. ”. Aye: Myers, Prestigaard, Riddle, Tilley, Wickenhauser, Ferguson, Houser, Kaymmeyer, Matthews. NAY: Carter. Abstain Newberg. Motion carried.

Motion by Matthews second by Kaymmeyer to sell the 75 acres across from the marina with the Declaration of use Restrictions as amended. Aye: Myers, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Abstain Newberg. Motion carried.

Motion by Matthews second by Houser to approve the Auctioneers Contract ”. Aye: Myers, Prestigaard, Riddle, Tilley, Wickenhauser, Ferguson, Houser, Kaymmeyer, Matthews. Nay: Carter, Tilley. Abstain Newberg. Motion carried.

Motion by Matthews second by Houser to approve up to $40,000.00 for barge work to repair floats on docks, remove old gas dock, secure the wooden breakwater, reset dock 7 and connect new ramp for dock 7. Vote on motion as amended Aye: Myers, Newberg, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Motion carried.

Motion amended by Matthews second by Houser to approve $28,000.00 for service and barge work at the marina. Aye: Myers, Newberg, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Motion carried.

Motion by Tilley second by Riddle to pay all bills. Aye: Myers, Newberg, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Motion carried.

Motion by Tilley second by Newberg to approve the upgrade/replacement of the body cameras and laptops in the amount of $245,055.00 utilizing arpa funds. Aye: Myers, Newberg, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer. Abstain: Matthews. Motion carried.

Motion by Ferguson second by Tilley to approve County investment policy. Aye: Myers, Newberg, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Motion carried.

Motion by Ferguson second by Tilley to approve Treasurer’s annual report. Aye: Myers, Newberg, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Motion carried.

Motion by Ferguson second by Kaymmeyer to approve terms of County Board next 10 years. Terms were put in brown envelopes and districts were in brown envelopes person from audience was asked to Pull envelope from each side with First Draw = A&B terms will be 4/4/2and C&D terms will be 2/4/4. Aye: Myers, Newberg, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Motion carried.

Motion by Ferguson second by Kaymmeyer to approve Resolution for adopting 8th Supplement to the DeWitt County Code of Ordinance. Aye: Myers, Newberg, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Motion carried.

Motion to declare an emergency status of Marina Breakwater and purchase and installation of a breakwater system from Kropf Industrial in the mount of $350,000.00. Aye: Myers, Newberg, Prestigaard, Riddle, Tilley, Wickenhauser, Carter, Ferguson, Houser, Kaymmeyer, Matthews. Motion carried.

Megan Myers spoke to the board about the chairperson of each committee putting together some information about the committee and putting in a binder for each board member.

Megan Myers spoke to the board about DeWitt County utilization of the Comprehensive Plan.

Motion by Ferguson seconded by Kaymmeyer to authorize a $500.00 per employee of ARPA funds for A premium pay to non union county employees due to regular handling of items and in person interactions with the public. Aye: Myers, Prestigaard, Riddle, Tilley, Carter, Ferguson, Kaymmeryer. Nay: Newberg, Wickenhauser, Houser, Matthews. Motion Carried.

Motion by Tilley second by Prestigaard to adjourn at 7:23pm.
