CALL TO ORDER
President Jeffrey Sams called the meeting to order at 6:30 p.m.
ROLL CALL
Board members present were: Jeffrey Sams, Matt Beavers, Kyle Janvrin, Kent Newton, and Kristi Niles. Nathan Brock and Michelle Shumaker were absent.
APPOINTMENT OF SECRETARY PRO-TEM
President Sams appointed Kristi Niles as Secretary Pro-Tem in Michelle Shumaker’s absence.
ADMINISTRATION PRESENT
Administration present consisted of: Dr. Travis R. Roundcount, Superintendent of Schools; Brian Rhoades, Associate Superintendent; Julie Marquardt, Mt. Zion Jr. High School Principal; Randy Thacker, Mt. Zion Intermediate School Principal; Heather Ethell, McGaughey Elementary School Principal; Billy Rockey, Curriculum and Technology Director; and Renea Smith, Special Education Administrator.

REGULAR MEETING MINUTES

VISITOR COMMUNICATIONS
President Sams introduced the following Mt. Zion High School FFA student officers who gave a presentation about the FFA program: FFA President: Lindsey Scherer, FFA Secretary: Kaitlyn Crowley, and FFA Treasurer: Logan Helm. They shared about the many agricultural educational activities that they participate in on behalf of FFA, such as: contests, competitions, meetings, conferences, conventions, and workshops, all with the goal of gaining new knowledge to bring back to younger students and classrooms in the District.
STAFF COMMUNICATIONS
Dr. Roundcount shared that the Intermediate roofing project has begun; he will provide updates as construction progresses.
RESTRAINT, TIMEOUT, AND ISOLATION TIMEOUT REDUCTION PLAN
Kyle Janvrin presented a motion to approve the presented Restraint, Timeout, and Isolated Timeout Reduction Plan. Seconded: Kristi Niles. Dr. Roundcount summarized the plan, explaining that, in order to comply with ISBE's Student Care Department, each District is required to develop a Restraint/Time Out/Isolated Time Out (RTO) Reduction Plan that includes an "RTO Oversight Team." The focus of the plan is for the district to provide professional development and to equip staff with strategies to de-escalate student behaviors prior to use of physical management techniques. Macon-Piatt Special Education is facilitating the development of the team, the plan for reducing restraints, time outs, and isolated time outs, and offering targeted professional development for Mt. FIRST READING - 2022-2023 CO CURRICULAR RULES AND REGULATIONS GUIDE
Matt Beavers introduced a motion to approve the first reading of the changes for the 2022- 2023 Co-Curricular Rules and Regulations Guide. Seconded: Kyle Janvrin. Dr. Roundcount summarized the changes being presented. Kent Newton inquired about the possibility of either making the discipline section more prominent or adding a section to address un-sportsmanship like conduct with disciplinary consequences. Discussion took place. Dr. Roundcount shared that the District Athletic Director prefers to leave the discipline section general so that coaches can issue discipline at their discretion according to individual circumstances. FY2023 ASHPHALT BID AWARD
Matt Beavers presented a motion to authorize the administration to receive the presented bid for repairing, cleaning, sealing, and applying asphalt to the High School parking lot, and award the contract to Dunn Company for the full bid amount of $126,853. Seconded: Kristi Niles. Brian Rhoades explained that the Jr. High side of the parking lot was done a couple years ago and the High School side is now ready to be done. It will have the same paint lines, parking spaces, and setup as it currently has. Discussion took place. Roll Call: Kyle Janvrin, Kent Newton, Kristi Niles, Jeffrey Sams, and Matt Beavers, yea. Matt Beavers introduced a motion to renew the District’s coverage with Liberty Mutual for the package of Property with Boiler and Machinery, General Liability, Auto, Crime, Umbrella, Inland Marine, and School Board Legal Liability; StarStone for the Worker’s Compensation; Liberty Mutual Surety for the Treasurer’s Bond and Assistant Treasurer’s Bond; CFC Lloyd’s for the Cyber Liability; and Gerber Life for the Blanket and Catastrophic Student Accident. NEGOTIATION AGREEMENT WITH THE MT. ZION FEDERATION OF TEACHERS
Matt Beavers presented a motion to ratify the presented agreement between the Mt. Zion Federation of Teachers and the Mt. Zion Community Unit School District #3 Board of Education through 2027. Seconded: Kyle Janvrin. Dr. Roundcount thanked the union members and teachers for their time this summer spent in negotiation meetings. GENERAL DISCUSSION
Kristi Niles shared a thank you card received from Jonathan Moore’s family. Jonathan is a PE teacher at Mt. Zion Intermediate School, who thanked the Mt. Zion Board of Education, Administration, Faculty, and staff for the sympathy planter that was delivered in memory of his mom who passed away on May 22, 2022.
