In an Aug. 21 Facebook post, Rep. Brad Halbrook (R-Shelbyville) directed his constituents to his newsletter.

“Get informed! Click the link to read this week's newsletter," Halbrook posted; he included a link to the newsletter.

In his newsletter, Halbrook pointed out that the Center for Technology and Civic Life is located in Illinois. "Few Illinoisans know that their state is home to the primary organization that dispensed Zucker Bucks in what was probably the nation’s biggest election scheme ever. In 2020 alone, the Chicago-based Center for Technology and Civic Life (CTCL) made $332 million in grants to counties and municipalities across America for 'local election administration.' Despite Mark Zuckerberg’s indication that he will not be participating this year, CTCL announced a new alliance with a similar organization, US Alliance for Election Excellence, which has already pledged $80 million for the same 'local election administration.'”

He shared a link to a Wirepoints piece on the same organization and what he called "Zuck Bucks." Wirepoints alleges that in the 2020 election, Zuckerberg and his wife Priscilla funded more than $400,000 in grants, and points out that other organizations may be doing the same thing in the runup to the 2022 general election.

The Center for Technology and Civic Life explains its mission this way: "CTCL is a team of civic technologists, trainers, researchers, election administration and data experts working to foster a more informed and engaged democracy, and helping to modernize U.S. elections. We connect election officials with tools and trainings so they can best serve their communities. We provide information the public needs to develop lifelong civic habits."
