Village of Bethany Board of Trustee met Aug. 11.

Here are the minutes provided by the board:

The regular board meeting was called to order at 7:00 pm by President Jon Book. The following Trustees were present; Dave Doty, Mike Jennings, Greg McLain, Raven Allen and Brian Gill. Trustee Jeannie Ruppert will be arriving late.

A motion was made by Trustee Doty to approve the minutes from the July 14, 2022, regular meeting, seconded by Trustee Gill. Roll call taken, all ayes, motion carried.

A motion was made by Trustee McLain to approve the “Statement of Income and Expenses”, seconded by Trustee Doty. Roll call taken, all ayes, motion carried.

A motion was made by Trustee Gill to approve the “Banks and Checks Journal”, seconded by Trustee Doty. Roll call taken, all ayes, motion carried.

Public – John Dickson asked about the total cost to repair the water tower. Also asked about how much the loan will be for the project and what all the water project entails. He has also asked about the drainage system and issues with it.

Greg Gustafson Water Improvement Project Update - Sent the pay request to RD and they had questions. It has been revised per RD request. The request needs to be resigned. The amount changed by $475 dollars to the contractor's favor. We have received back the certificate of substantial completion. This established the punch list and the date for the one year warranty inspection. We also have a copy of a canceled invoice from Habitat for the tank on their property along with a letter from the car shop owner stating that the issue is complete. The punch list for the water tower has been updated, Mr. Gustafson passed this information out to the Board. The steel ladder will be installed on the one year inspection date. The company with the pressure tank would like to leave it at the park and would gladly pay any storage fees that go with this. It was offered for him to move it over to the Village buildings at the old FS plant. There could be two more pay requests for the water tower.

Safe Routes to School - Mr. Foster is ill and will be here next month.

Village Appropriations - This was pre-approved at last month’s meeting. It had to be available to the public for 30 days. A motion was made by Trustee Gill to approve Ord. 22-814 for the Village yearly appropriations, seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.

House Demolitions - We have the title certificates back from the title company. There are back taxes on all of these properties. So after this we will wait to see if the owners want to turn their properties over to the Village. Two of these properties are in the TIF district, one is in question.

Employee 1% Compensation for Certifications - This will be discussed in Executive Session.

iWorQ Systems Agreement - This is a work order recording system and is web based. We can document everything done, progress, and geared toward the gas system. This is a great opportunity for record keeping; hydrant flushing and so on. It can be accessed by using the iPad saving time coming back up to the Village Hall to input information. $3500/year and the initial start up is around $4500 including training. The Board would like to have a little more research on this and see if there is another program that would fit our needs a little better.

Trustee Allen made a motion to go into Executive Session to discuss personnel and possible litigation, seconded by Trustee McLain. Roll call taken, all ayes, motion carried.

Trustee Allen made a motion to enter back into Open Session, seconded by Trustee . Voice vote taken, all ayes, motion carried.

A motion was made by Trustee Allen to increase Hank Tabor’s pay from $23.69 to $24.16 effective pay week June 27, 2022, 2% for certifications earned, seconded by Trustee Doty. Roll call taken: Doty-yes; Ruppert-yes; Jennings-no; McLain-yes; Allen-yes; Gill-no; motion carried. A motion was made by Trustee Allen to increase Shannon Risley’s pay from $37.60 to $38.20 effective pay week June 27, 2022 for 2% for certifications earned, seconded by Trustee Doty. Roll call taken: Ruppert-yes; Jennings-no; McLain-yes; Allen-yes; Gill-no; Doty-yes; motion carried.

With no other business to discuss a motion to adjourn was made by Trustee McLain and seconded by Trustee Ruppert. Voice vote taken, all ayes, motion carried. Meeting was adjourned.
