City of Clinton City Council met Sept. 20.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds, and Buchanan were present.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of September 6, 2022 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes.”

PETITIONS AND COMMUNICATIONS 

Robert Kreitler addressed the Council regarding Officer Woliung saying that Mulberry trees were illegal. He stated there is nothing in the City code book about growing trees, bushes, or plants. Where does it say in the code book that he has to cut down all the trees? He said the topper is an eyesore and Mr. Kreitler stated it was going to be put on his truck. Commissioner Wise stated the City has a Tree Commission and they have a list of trees that can be planted, and the Mulberry tree is not one that can be planted. He will give the list to Mr. Kreitler. He also stated that Officer Woliung started with the City in 2017 and lives in Farmer City which should not be allowed according to the City Code book, but Chief Lowers stated that is governed by the Collective Bargaining Agreement and it is now a 30-mile radius.

Seth Redington addressed the Council and all he is asking for are the supporting documents when Commissioner Ballenger put gas in his personal vehicle from the City pump and he has not received it.

Jeff Bowling addressed the Council regarding being a political junkie and I am here at most Council meetings. The way you have been treated by Seth Redington it is rude and condescending. It is disrespectful and it is time it ends. Just continue what you are doing.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS 

Mayor Cyrulik read the Constitution Week Proclamation.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS 

Commissioner Buchanan reported the crews should be here this week to start oil & chipping the streets on the summer maintenance schedule. He also stated the Resolution that is On File is for the overage for the summer maintenance. He wanted to thank the crews for their hard work on the stump grinding (130) and getting ready for the Apple-n Pork Festival.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY 

Commissioner Wise reported the crews are running the street sweeper and picking up brush for the Apple-n-Pork Festival. The Panel is hooked up at the Water Plant and running about 80% and the IT person will be back to do some fine tuning. The Grant money will be used on either Quincy St. or at the Water Plant whenever it is received.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY 

Commissioner Ballenger reported that he got a call from Dispatch about Kiwanis Park that a section of the tower fell off and the city crews have it barricaded off and will work on it tomorrow. The fireman will be working the Apple-n-Pork Festival this weekend.

Police Chief Lowers read letters of recognition for Officer Mair and Sergeant Jostes from DeWitt County and McLean County EMS regarding the care of a patient on August 12, 2022. Commissioner Ballenger stated this is why we train (Police & Fire) so when they are out in the field and get these calls they can help.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to appoint Belynda Allen, Public Health Officer for a period of eight months. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to appoint Kamren Wilford, Sexton of the Cemetery for a period of eight months. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES 

Commissioner Edmunds had no report.

UNFINISHED BUSINESS 

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve Resolution 2022-10, A Resolution Accepting Offers for Lot 3 in Illini Addition of the City of Clinton. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

NEW BUSINESS 

On File – Supplemental Resolution for 2022 MFT Summer Maintenance - $18,000.00 On File – Demolition Bids/523 N. Maple St. – Ezell Excavating Inc. - $16,750.00 & 611 N. Quincy St. - Ezell Excavating Inc. - $13,250.00

The Mayor placed On File – Ordinance Amending 1-6-3 of the Clinton City Code (Adding a New Section of “Public Participation” and Establish Said Rules of Public Participation).

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to hold a closed session for Approval of Closed Session Minutes and Employment of Employee. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

ADJOURNMENT 

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Mayor Cyrulik to adjourn the meeting. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”
