City of Clinton City Council met Oct. 18.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Edmunds, Buchanan, and Wise were present. Commissioner Ballenger was absent.

PUBLIC PARTICIPATION 

None

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the minutes of the regular meeting of October 4, 2022 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Edmunds, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

PETITIONS 

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS 

Mayor Cyrulik had no report.

Paul Skowron, CEO of Warner Hospital & Health Services reported the Hospital is doing well and they changed the mask policy and loosened the restrictions in public areas you won’t need to wear a mask, but in patient care areas you will still need to wear a mask as the county is not in a high-risk category at this time but it may change if we go back to being in the high risk category.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS 

Commissioner Buchanan reported the crews are out picking up brush this week and November will be the last month to pick up brush for three months. We have hired one part-time person and looking for another one to do the leaf pick-up and the leaf vacs will be out in the next week or two but for now the leaves need to be in the brown paper lawn bags.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY 

Commissioner Wise reported the department flushed the hydrants last week and usually when they do that there is a rash of broken mains, which happened Saturday night. He also stated we are on the list to get the lime removed.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY 

Commissioner Ballenger was absent.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES 

Commissioner Edmunds reported the sales tax is following the same general trend it has the past several months.

UNFINISHED BUSINESS 

Written motion was made by Commissioner Buchanan and seconded by Commissioner Edmunds to adopt Ordinance #1557, An Ordinance Vacating Alley (alley north of 609, 615 and 625 W. Adams St. and south of 614, 616, 618 and 620 W. Main St. On roll call vote, Commissioners Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to adopt Ordinance #1558, An Ordinance Vacating Alley (alley north of 703, 713, 715, 717 and 801 W. Main St. and south of 702, 704, 706, 708, 718 and 722 W. Washington St. On roll call vote, Commissioners Buchanan, Wise, Edmunds, and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Mayor Cyrulik to adopt Ordinance #1559, An Ordinance Vacating Alley (alley north of 707, 711, 815 and 819 W. South St. and south of 708, 710, 712, 718 and 820 W. Jefferson St. On roll call vote, Commissioners Wise, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

Written motion was made by Mayor Cyrulik and seconded by Commissioner Wise to adopt Ordinance #1560, An Ordinance Approving the Water Tower/Land Lease Agreement Extension between the City of Clinton, and Rise Broadband for 5 years. On roll call vote, Commissioners Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

Written motion was made by Mayor Cyrulik and seconded by Commissioner Wise to adopt Ordinance #1561, Ordinance Authorizing a Lease Extension of Municipal Owned Real Property – Farmland – to Brandon Houser for 4 years. On roll call vote, Commissioners Buchanan, Wise, Edmunds, and Mayor Cyrulik voted “Yes.”

NEW BUSINESS 

On File – 2023 IML Risk Management Association Annual Contribution - $250,430.73 On File – Purchase of Hose/Fire Dept. – Mac’s Fire & Safety, Inc. - $3,020.00 & Dinges Fire Company - $2,000.00 (total $5,020.00)

On File – Purchase of Self-Contained Breathing Apparatus/Fire Dept. – Air One Equipment, Inc. - $22,475.00

ADJOURNMENT 

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Commissioner Edmunds to adjourn the meeting. On roll call vote, Commissioners Wise, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”
