Village of Warrensburg Village Board met Dec. 19.

Here are the minutes provided by the board:

CALL TO ORDER: Mayor Riley called the meeting to order at the Warrensburg Village Hall on Monday, December 19, 2022 at 5:30 p.m., reminding everyone the meeting was being recorded.

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL: Present: Mayor Riley, Trustee Freeman, Trustee Hood, & Trustee Oakley. Also present were Chief Wheeler, Atty Jankowicz, DPW Allen & VAC Hundley. Trustees Fisher, Hackl & Netherton were absent.

MAYOR’S COMMENTS: Mayor Riley wished everyone a Merry Christmas! Many good and positive comments have been made regarding the Tree Lighting Ceremony and hoping it becomes an annual tradition.

PUBLIC COMMENTS: None.

NEW BUSINESS: Trustee Oakley moved and Trustee Hood seconded to approve the Board of Trustees meeting schedule for 2023. Motion carried.

ENGINEER: Stephanie Brown was not in attendance.

REVIEW/APPROVAL OF MINUTES: A motion was made by Trustee Freeman and seconded by Trustee Hood to approve the minutes of the December 5, 2022 regular meeting minutes. Since the Trustees in attendance this evening were not all present at the December 5 meeting, a motion was made by Trustee Freeman and seconded by Trustee Hood to table the approval of the minutes until the January 3, 2023 meeting.

VILLAGE ADMINISTRATIVE CLERK: Trustee Freeman moved and Trustee Hood seconded to approve the Balance Sheet, pay the bills and make the appropriate transfers for December 19, 2022. VAC Hundley reported there were several transfers to/from our IL Funds accounts in addition to the regular monthly transfers. Trustee Oakley asked about the basin switch for Well #4. The invoice from Altorfer was for $1,944.97. He mentioned that if it was an emergency repair, that’s one thing but proper channels need to be followed and persons made aware. A motion was made by Trustee Oakley, seconded by Trustee Freeman to amend the motion to change the amount of the contribution from the Community Celebration from $500.00 to $100.00 per our policy and to authorize the payment of Health Alliance once the invoice is received, with the Village portion not to exceed $3,300.00. (The total invoice should be $4,459.00 and $1,178.20 has been deducted from payroll). Roll call vote on the amendment: Yes – Trustees Oakley, Hood & Freeman. No – none. Motion carried. Roll call vote on the motion as amended: Yes – Trustees Oakley, Freeman, & Hood. No - none. Motion carried.

FINANCE: Trustee Oakley asked about a couple invoices which were above what was approved. One was for tires on the backhoe and the other was for a pump. It appears other fees and installation costs were not included in the proposals presented to the board. Trustee Oakley moved and Trustee Freeman seconded to discontinue our agreement with Aramark Services to be effective January 31, 2023, to allow up to $200.00 per employee per year for uniforms and purchase 2 entry mats and shop towels. Roll call vote: Yes – Trustees Oakley, Hood & Freeman. No – none. Motion carried.

BUILDING: Trustee Netherton was absent.

POLICE: Trustee Fisher was absent.

Chief Wheeler reminded everyone of the Christmas Lighting contest gathering at the Illini Park building at 6:00 pm. He asked if a reminder could be on Facebook.

Trustee Oakley asked if this was something that in the future could be included with the Christmas Tree Lighting ceremony. Mayor Riley mentioned the timing may be an issue since the Tree Lighting is done the first part of December and people may not have their homes decorated at that point. Chief Wheeler mentioned the Lighting contest gathering is also sponsored in part by the Park District.

Chief Wheeler brought the board up to date on the hiring of a new full-time officer. Unfortunately, the one candidate dropped out. The next academy training will be in April.

SEWER: Trustee Hackl was absent

STREETS: Trustee Hood mentioned the street truck had been taken down to Foremost to have the wheel well covers installed. It has been completed.

WATER: Trustee Freeman didn’t have anything. Trustee Oakley asked if anything was being done about the water main proposal. Mayor Riley suggested a Water Committee meeting be held to discuss a couple of things about the proposal. Trustee Freeman asked DPW Allen if he had been able to get the macro clamps purchased. He had but he’s going to take 2 of the 6” back & purchase a 6” clamp which is used for the type of break they had last week. After the last board meeting, a trustee had reached out to Mayor Riley after the last meeting in regards to what was being purchased. There are 2 types of water main fixes: one where they have to cut out a section of the pipe and replace it. That is where the macro clamps are used. The other type is repairing a live pipe with basically a sleeve clamp.

PUBLIC WORKS: DPW Allen mentioned the gas heater at the well shuts off & the well could freeze. He was going to check with an electrician to see if a 110 outlet could be run for a heater. The pilot light goes out on the gas heater. He was asked if it was an older heater and he mentioned it had been switched out and still has issues. It is hooked up to natural gas. A cost estimate needs to be obtained. VAC Hundley asked if she understood correctly that the heater that is there is not that old. DPW Allen confirmed there had been a problem with one before, so a newer one was installed, thinking it was an issue with the heater and this one is doing the same thing.

VILLAGE ATTORNEY: Atty Jankowicz distributed Ordinance #781 which declares the 2010 Chevrolet Tahoe as Surplus Property and authorizes the disposal of it. Sealed bids are to be returned by January 30, 2023 with opening of those bids at 4:00 pm. A motion was made by Trustee Freeman, seconded by Trustee Oakley to adopt Ordinance #781 as presented. Roll call vote: Yes – Trustees Hood, Oakley & Freeman. No – none. Motion carried.

OTHER AND/OR OLD BUSINESS: Nothing.

Trustee Hood moved and Trustee Freeman seconded to adjourn. Motion carried.

The meeting adjourned at 6:20 p.m.

The next meeting will be on Tuesday, January 3, 2023.
