City of Clinton City Council met Dec. 20.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, December 20, 2022 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds, and Buchanan were present.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the Public Hearing Annual Levy, Public Hearing Annexation Agreement and the regular meeting of December 6, 2022 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

PETITIONS

A representative from GovHR made a presentation to the Council regarding the salary study that was done for the non-union City employees.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Paul Skowron, CEO of Warner Hospital & Health Services reported the walk-in clinic has been busy with 70% being the flu.

Mayor Cyrulik reported there have been Air BnB’s and Short-Term Rentals starting up in Clinton or inquiries about them. John Hoblit, City Attorney stated the ones that are in town according to the City Code Book do not provide for them, so they are not allowed. They are in violation. If the City allows them, they could be in the downtown area only on the second floor. If the Council wants to change the code book it will have to go to Planning Commission. Some more research will have to go into this matter. Commissioner Wise stated the citizens need to come to a Council meeting and talk about this subject.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the department is preparing for a major snowstorm and the Emergency snow routes will be in effect so be patient because the department is short staffed. He wanted to thank Marian Brisard for all her work for the Chamber of Commerce as she will be retiring at the end of the year.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported they started taking the lime out of the lagoon and they are doing a nice job. He stated all the departments are working well together and he thanked them.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported the Fire Dept. was awarded a LUCAS device to aide in CPR from the County Board and the cost for this was $22,200 and we thank them. He stated at the Cemetery there was a tree growing in some cemetery spaces and the tree has been taken down.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adopt Ordinance #1571, Ordinance Authorizing Execution of Annexation Agreement. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve Petition for Annexation. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adopt Ordinance #1572, An Ordinance Annexing Certain Territory to the City of Clinton, Illinois (Totten property). On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Edmunds to approve the Grinding and Hauling of Brush ($12,800.00) and the Grinding and Hauling of Leaves ($17,600.00) at the Yard Waste Facility by R & R Services of Illinois, Inc. for a total amount of $30,400.00. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Purchase of a Printer/Copier for the Police Dept. from Watts Copy Systems in the amount of $4,271.50. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”

NEW BUSINESS

None

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”
