Village of Warrensburg Village Board met Jan. 3.

Here are the minutes provided by the board:

CALL TO ORDER:  Mayor Riley called the meeting to order at the Warrensburg Village Hall on Tuesday, January 3, 2023 at 5:30 p.m., reminding everyone the meeting was being recorded.  

THE PLEDGE OF ALLEGIANCE was recited.

ROLL CALL:  Present:  Mayor Riley, Trustee Fisher, Trustee Hood, & Trustee Oakley.  Also present were Chief Wheeler, Atty Jankowicz, Public Works K. Crosier & VAC Hundley.  Trustees Freeman & Hackl were absent.  Trustee Netherton arrived later.

MAYOR’S COMMENTS:  Mayor Riley had a couple updates for the board.  He had received an email from Rise Broadband.  They were working on a right-of-way use agreement to install fiber in the Village.  He forwarded the agreement to our attorney.  If things go well, they hope to start in March or April.  Mayor Riley is going to talk with Maroa to see how things went with their installation by Rise.

Mayor Riley received an updated emergency plan for the school.  A copy is on file in the office.

He updated the board on the response from the IEPA and he will need to respond by the end of January.

PUBLIC COMMENTS:  None.

NEW BUSINESS:   None.

ENGINEER:  Stephanie Brown mentioned the bid letting for the SRTS project will be March 10, 2023 at noon. She will get together with the Mayor and the committee to put together the Qualified Base Selection (QBS).  She mentioned costs have somewhat leveled off.

REVIEW/APPROVAL OF MINUTES:  The minutes of the December 5, 2022 meeting will be held until the next stated meeting as the trustees present at that meeting were not in attendance tonight.  A motion was made by Trustee Oakley and seconded by Trustee Hood to approve the minutes of the December 19, 2022 regular meeting minutes.  Motion carried.

VILLAGE ADMINISTRATIVE CLERK:  Trustee Oakley moved and Trustee Hood seconded to approve the Balance Sheet, pay the bills and make the appropriate transfers for January 3, 2023.  VAC Hundley stated there wasn’t anything unusual to discuss.  There would be a transfer from IL Funds to be deposited into General and Police checking accounts.  She did mention the interest which had been received for December in the IL Funds accounts.  It was over $5,400.00.  The current rate is 4.1%.  Roll call vote:  Yes – Trustees Hood, Fisher & Oakley.  Trustee Netherton abstained.  Motion carried.

Mayor Riley asked if Aramark had been contacted.  They had and replied that we have a contract with them until 2024.  A representative will be coming to the Village Hall to talk options with VAC Hundley.  There are old contracts on file and an addendum was signed in 2020 but even that document didn’t have the proper boxes checked.  Hopefully, we will know more by the next meeting.

FINANCE:  Trustee Oakley mentioned he will be discussing budget plans for FY2024 at the next meeting.

BUILDING:  Trustee Netherton didn’t have anything. 

POLICE:  Trustee Fisher had nothing. 

Chief Wheeler presented his monthly report.  Unfortunately, all the candidates for police training didn’t work out and the next training class is in the spring.  So, we will have to wait until then or possibly find someone trained.

SEWER:  Trustee Hackl was absent.   

STREETS:   Trustee Hood had nothing.

WATER:  Trustee Freeman was absent.

PUBLIC WORKS:   K. Crosier was present.  He mentioned there had been a fire in the water plant last week.  A light fixture had caught fire and when it fell, it caused the phosphate container to melt.  Another container of phosphate was delivered today and he was able to get it back in service.  Even though Danny’s last day was Thursday, he did come in on Friday morning to assist with getting things cleaned up and ready for service.  Trustee Hood asked if that light was left on and if so, why?  Mayor Riley let the board know VAC Hundley had talked to Risk Management regarding filing an insurance claim and they confirmed that since there wasn’t much damage and the costs to repair and replace were barely over our deductible, a claim wouldn’t be necessary.  Atty Jankowicz asked if there was a possibility of putting in a smoke detector with an outside siren in the water and sewer plants.  Trustee Netherton asked if it could be connected to the new alert system that is being installed.

K. Crosier mentioned another pump was going to need to be purchased at the water plant.  It is a transfer pump for the chlorine system.  The one currently in use is getting hot and kicking out.  He has to by-pass the safety switch to make it work. 

K. Crosier reported there had been some frozen lines and a frozen meter.  There was also a frozen yoke at Mike Hawkins residence. 

VILLAGE ATTORNEY:  Atty Jankowicz didn’t have anything.  He will be needing to leave early to attend the meeting in Latham.

OTHER AND/OR OLD BUSINESS:  Nothing.

Trustee Hood moved and Trustee Netherton seconded to adjourn.  Motion carried.

The meeting adjourned at 5:57 p.m.
