City of Clinton City Council met Jan. 17.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, January 17, 2023 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Ballenger, Edmunds, Buchanan, and Wise were present.

PUBLIC PARTICIPATION

Alex Lovell addressed the Council regarding the Air BnB that he has above Grimsley’s. He read some statistics and the Mayor stated Air BnB’s are allowed in the downtown district but not in residential areas and he stated the Council is looking into that as the ones in the residential areas are in violation.

Seth Redington addressed the Council stating he hadn’t approached the Council for a while, and he was looking into the questions he had asked previously regarding the Commissioner of Public Health & Safety getting paid by the Fire Dept. It was stated by Commissioner Edmunds that past Commissioners have been paid and I was curious if Commissioner Edmunds had done his research and had an answer. Commissioner Edmunds stated he would have to have the City Treasurer look that information up and some records may be past the time of destruction. It is not prohibited by the State of Illinois. Mr. Redington stated his question was have they drawn pay? The records are available, and I have received them. Also, on September 12, 2021 he wanted to know what time of day the boat was picked up for the Fire Dept because Commissioner Ballenger had a lot of time turned in that day for fire calls. He also asked the Mayor if he appoints people to the Tree Commission? He wants to cut a tree down on his property and Commissioner Buchanan stated he was already told to cut it down it is on his property. Mr. Redington stated that was all he needed to know and that it was on public record that he could cut the tree down.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of January 3, 2023 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan had no report.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the department is making strides finding leaks that were very difficult to find. All the departments are working together and getting things done.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported the Fire Dept. had 932 calls for 2022. 797 were in the city limits and 135 were outside the city limits. He also stated the department worked on getting Grants which totaled close to $58,000.00 and the fees collected for services out of district was close to $15,000.00.

Commissioner Edmunds had no report.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to hold a closed session for Approval of Closed Session Minutes and Employment of Employee. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”
