City of Clinton City Council met Feb. 7.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, February 7, 2023 at 7:00 p.m. Acting Mayor Thomas Edmunds, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds, and Buchanan were present. Mayor Cyrulik was absent.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of January 17, 2023 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, and Wise voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, and Ballenger voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik was absent.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported that the citizens have been inquiring about brush pick up and that won’t start again until March 20th, but the department will pick up yard waste bags. The department has been working on taking down trees and filling holes in the streets.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the company removing the lime from the lagoon has been working pretty steady but not being able to distribute it on the fields has set them back some in getting the lime removed. The weather is affecting the lime silo at the Water Plant, and it is being looked at.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger had no report.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported the City received a copy of the Audit and it was pretty thick due to government regulations. He also stated the City Treasurer, Clint Lichtenwalter is working on the Budget.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve Resolution 2023-1, A Resolution of the City of Clinton in Support of Tax Increment Financing. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Edmunds voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve Supplemental Resolution 2023-2, A Supplemental Resolution for Maintenance Under the Illinois Highway Code 2022 MFT Summer Maintenance in the amount of $1,000.00. On roll call vote, Commissioners Wise, Ballenger, Edmunds, and Buchanan voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to adopt Ordinance #1573, An Ordinance Granting a Special Use Permit (1415 E. Adams St. – David Zarecki & Don Hulvey). On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, and Wise voted “Yes.”

NEW BUSINESS

On File - Bids for Cemetery Mowing (4-year contract) – Reinhart Grounds Maintenance, Inc. - $457,585.00, Changing Seasons - $347,764.00, LKM Mowing & Landscaping - $332,800.00, Leesman Lawn Care – $438,000.00 On File - Bids for Parks Mowing (4-year contract) – Reinhart Grounds Maintenance, Inc. - $124,016.00, Changing Seasons – $124,103.00, LKM Mowing & Landscaping - $138,624.00, Camo’s Lawn & Landscape – $113,200.00, Leesman Lawn Care - $142,000.00

On File – Purchase of a Custom Thermal Aluminum Door/Fire Dept. – Waters Construction - $6,600.00

Commissioner Ballenger stated the City staff will meet with the low bidders for the Cemetery and Parks mowing and go over the contract. He also stated the door on the south side of the Fire Dept. needs replaced.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise, and Ballenger voted “Yes.”
