City of Decatur City Council met Feb. 21.

Here are the minutes provided by the council:

On Tuesday, February 21, 2023, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe. Mayor Moore Wolfe declared a quorum present.

Deputy City Manager Jon Kindseth attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Abeer Motan.

Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the February 6, 2023 City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Unfinished Business.

Mayor Moore Wolfe called for a motion to take the following Ordinances from the table: Ordinance Amending City Code Chapter 66 Regulation of Lake Decatur, Ordinance Amending Chapter 66.1 Regulation of Lake Decatur Boating and Ordinance Amending Chapter 66.2 Regulation of Lake Decatur Docks. Councilwoman Gregory moved to take the Ordinances from the table, seconded by Councilwoman Ray.

Upon call of the roll, Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2023-07 Ordinance Amending City Code Chapter 66 Regulation of Lake Decatur, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilwoman Ray.

Deputy City Manager Kindseth gave an overview of the Ordinance.

Council members discussed amendments to the Ordinance and Ms. Jennifer Gunter, Watershed and Lake Manager answered questions concerning boat and dock inspections and fees for annual permits and day passes.

Deputy City Manager Kindseth answered questions from Council members concerning lake improvements, duck blinds, dock and boat inspections and fees.

Upon call of the roll, Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2023-08 Ordinance Adding City Code Chapter 66.1 Regulation of Lake Decatur Boating, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

Deputy City Manager Kindseth gave an overview of the Ordinance.

Councilman Culp made a motion to keep the fees at the current rate for annual boat permits and daily passes, seconded by Councilman Dennis Cooper.

Council members held a discussion on the number of boat permits and day passes.

Upon call of the roll, Council members David Horn, Ed Culp and Dennis Cooper voted aye. Council members Lisa Gregory, Dana Ray, Chuck Kuhle and Mayor Moore Wolfe voted nay. Mayor Moore Wolfe declared the motion failed.

Upon call of the original motion, Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2023-09 Ordinance Adding City Code Chapter 66.2 Regulation of Lake Decatur Docks, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other Unfinished Business, Mayor Moore Wolfe called for New Business. Deputy City Manager Kindseth presented the Treasurer’s Financial Report.

R2023-27 Resolution Authorizing Support of Tax Increment Financing, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Deputy City Manager Kindseth gave an overview of the Resolution.

Council members held a discussion on TIF Districts.

Upon call of the roll, Council members Lisa Gregory, Dana Ray, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Councilman David Horn voted nay. Mayor Moore Wolfe declared the motion carried.

R2023-28 Resolution Adding Territory to the Decatur Macon County Enterprise Zone - Lewis Property Development and Rentals, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Deputy City Manager Kindseth gave an overview of the Resolution and answered questions about enterprise zone benefits.

Upon call of the roll, Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-29 Resolution Adding Territory to the Decatur Macon County Enterprise Zone - Garfield School Site and Jasper/Grand Area (Durfee Site), was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Deputy City Manager Kindseth gave an overview of the Resolution.

Upon call of the roll, Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-30 Resolution Accepting the Tech Electronics of Illinois, LLC Quote to Install a Security Access System at the Municipal Services Center, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2023-31 Resolution Authorizing a Water Tank Maintenance Cost Extension with Utility Service Company, Inc., for the Division Street Elevated Water Tank, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2023-32 Resolution Authorizing a Water Tank Maintenance Cost Extension with Utility Service Company, Inc., for the Garfield Avenue Elevated Water Tank, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-33 Resolution Authorizing a Renewal Agreement with Itron Analytics Cloud Hosting Services, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Deputy City Manager Kindseth gave an overview of the Resolution.

Mr. Randy Miller, Water Services Manager, answered questions from Council members concerning customer notifications for water leaks.

Upon call of the roll, Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-34 Resolution Authorizing an Agreement with the State of Illinois for Improvements to IL 121 (Mt. Zion Road) from its Intersection with US 36 to the Edge of City Limits, City Project 2022-15, Section No. 22-00215-00-TL, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-35 Resolution to Appropriate State Motor Fuel Tax Funds to Pay the City's Portion for the Improvements to IL 121 (Mt. Zion Road) from its Intersection with US 36 to the Edge of City Limits by Municipality Under Illinois Highway Code, City Project 2022-15, Section No. 22-0215-00-TL, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Deputy City Manager Kindseth gave an overview of the Resolution.

Upon call of the roll, Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-36 Resolution Approving Sub-Recipient Agreement with Dove Inc. for Rent, Mortgage and Utility Assistance Utilizing CDBG-CV Funds, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Deputy City Manager Kindseth gave an overview of the Resolution.

Upon call of the roll, Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through F. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. No Council member requested to remove an item from the Consent Agenda Calendar. The Clerk read items A. through F.:

Councilwoman Gregory moved Items A. through F. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members Lisa Gregory, Dana Ray, David Horn, Chuck Kuhle, Ed Culp, Dennis Cooper and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

With no Other Business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the City Council meeting be adjourned, seconded by Councilman Kuhle and upon call of the roll, Council members Lisa Gregory, Dana Ray, Chuck Kuhle, Ed Culp, Dennis Cooper, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the City Council meeting adjourned at 6:35 p.m.
