City of Decatur City Council met June 5.

On Monday, June 5, 2023, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Ed Culp. Mayor Moore Wolfe declared a quorum present.
City Manager Scot Wrighton attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Bret Robertson, Ayn Owens, Abeer Motan and Michael Hartwig.
Mayor Moore Wolfe called for Approval of the Minutes.
The minutes of the May 15, 2023, City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no Unfinished Business, Mayor Moore Wolfe called for New Business.
R2023-113 Resolution Authorizing an Intergovernmental Agreement with the State of Illinois for Electric Vehicle (EV) Planning, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Resolution and answered questions from Council members regarding the agreement.
Upon call of the roll, Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2023-114 Resolution Authorizing an Agreement with Concentric Integration, LLC for Water Facilities PLC Upgrades Design City Project 2023-12, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2023-115 Resolution Authorizing Managed Support Agreement with Concentric Integration, LLC for South Water Treatment Plant SCADA System, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2023-116 Resolution Authorizing the Execution of a Payment to the Macon County Highway Department for the Relocation of Water Mains on South Franklin Street (County Highway 61), was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2023-117 Resolution Accepting Altorfer, Inc. for the Sourcewell Contract Purchase of One (1) 2023 CAT-420-07 Backhoe Loader, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

R2023-118 Resolution Accepting Garner-Hoadley Auto Body for the Repair of One (1) 2020 Ford Police Interceptor Utility Vehicle, Unit 802, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Resolution and answered questions from Council members regarding repair costs.

2023-31 Ordinance Creating PACE Area and Establishing Illinois Finance Authority Program Administrator and Bond Issuer, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Ordinance and answered questions from Council members concerning the program.

R2023-119 Resolution Authorizing the City Manager to Enter into a Grant Agreement between the City of Decatur and State of Illinois Department of Commerce & Economic Opportunity for Community Development and Violence Prevention, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Wrighton gave an overview of the Resolution.
Mr. Chris Ellis, Board Member of Old King’s Orchard Community Center and Mr. Devon Joyner, Executive Director of Old King’s Orchard Community Center, spoke about the proposal and use of funds.
Ms. Nikki Besser, Good Samaritan Inn, gave an overview of Good Samaritan Inn’s proposal.

Councilwoman Gregory moved Items A. through E. be approved by Omnibus Vote; seconded by Councilman Gregory, and on call of the roll, Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no other New Business, Mayor Moore Wolfe called for Other Business.
Mayor Moore Wolfe announced that the City of Decatur was awarded $16 million dollars to help pay for the Brush College Road project. Council members held a discussion regarding cannabis dispensaries, increased taxes and supply chain issues.
There being no further business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the City Council meeting be adjourned, seconded by Councilman Kuhle and upon call of the roll, Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
